Requests various state and local departments to take certain actions regarding the commercial construction and operation by Planned Parenthood Gulf Coast of a facility to provide abortions in Louisiana.

Impact

The resolution urges the Department of Health and Hospitals and other state entities to ensure that Planned Parenthood Gulf Coast adheres to all relevant regulations, particularly regarding the handling of human remains and the provision of services in compliance with Louisiana law. Additionally, the resolution calls for any requests for economic incentives for Planned Parenthood’s new facility to be denied. This represents a significant intersection of public health policy and legislative action that could impact the landscape of reproductive health services in Louisiana.

Summary

SCR57 is a concurrent resolution passed by the Louisiana legislature that requests various state and local departments to take specific actions concerning the establishment of a new abortion facility by Planned Parenthood Gulf Coast in New Orleans. The resolution is rooted in concerns about compliance with state and federal laws regarding abortion services, parental consent, and reproductive health. It highlights the significant role of Planned Parenthood as the largest provider of these services in the United States and its ongoing expansion within Louisiana, emphasizing a need for regulatory oversight and thorough monitoring of its operations.

Sentiment

The sentiment surrounding SCR57 is notably polarized. Proponents of the resolution, primarily from conservative factions of the legislature, view it as a necessary step to enforce transparency and ensure the safety of women and minors in the state. Conversely, opponents criticize the resolution as an infringement on women's health rights and a political maneuver aimed at curtailing access to reproductive health services. The discussions reflect broader national debates on abortion, access to healthcare, and the role of state government in regulating such services.

Contention

Key points of contention include the implications SCR57 may have on the operational capabilities of Planned Parenthood in Louisiana. While supporters argue that strict oversight and guidelines are essential for compliance, opponents assert that such measures could undermine access to vital health services for vulnerable populations. Additionally, the resolution references ongoing legal challenges against Planned Parenthood alleging Medicaid fraud, which further complicates public perceptions and legislative actions concerning reproductive health services in the state.

US HB371

Defund Planned Parenthood Act of 2023 This bill restricts federal funding for Planned Parenthood Federation of America Inc. or any of its affiliates or clinics for one year. Specifically, it prohibits funding those entities unless they certify that the affiliates and clinics will not perform, and will not provide funds to entities that perform, abortions during that year. If the certification requirement is not met, the Department of Health and Human Services and the Department of Agriculture must recoup any federal assistance received by those entities. However, the bill's funding restriction does not apply to abortions performed in cases of rape or incest or when necessary to resolve a physical condition that endangers a woman's life. The bill also provides additional funding for community health centers for the one-year period. These funds are subject to the same abortion-related restrictions and exceptions.
