Expresses support of and provides authority for actions by the Board of Supervisors of the Louisiana State University and Agricultural and Mechanical College for the strategic collaboration with the the division of administration and the Department of Health and Hospitals in planning for a new model of health care delivery throughout the Lake Charles region. A CONCURRENT RESOLUTI ON1 To express support of and to provide authority for actions by the Board of Supervisors of2 Louisiana State University and Agricultural and Mechanical College for the strategic3 collaboration among the division of administration, the Department of Health and4 Hospitals, and the Board of Supervisors of Louisiana State University and5 Agricultural and Mechanical College in planning for a new model of health care6 delivery in the Lake Charles region.7 WHEREAS, a sudden reduction in federal funding for the Louisiana Medicaid8 program was included in a sweeping transportation bill passed by the United States Congress9 and signed into law on July 6, 2012, and resulted in a net decrease of over eight hundred fifty10 million dollars in the Medicaid budget for the current state fiscal year; and11 WHEREAS, pursuant to the dramatic cut to Medicaid funding, the Department of12 Health and Hospitals (department) is addressing the shortfall by eliminating funding for state13 hospitals operated by the Board of Supervisors of Louisiana State University and14 Agricultural and Mechanical College; and15 WHEREAS, the department has led the development of public-private partnerships16 for the delivery of health services at Louisiana State University and Agricultural and17 Mechanical College (LSU) hospital facilities by private health care enterprises, with the18 SCR NO. 98 SLS 13RS-2153 ORIGINAL Page 2 of 3 terms and conditions for such service delivery to be set forth in cooperative endeavor1 agreements among the state, LSU, and private providers; and2 WHEREAS, the state, LSU, and Lake Charles Memorial Hospital intend to enter into3 a cooperative endeavor agreement to formalize a collaboration to improve access to health4 care in the Lake Charles area; and5 WHEREAS, the cooperative endeavor agreement includes a provision to cease6 inpatient care and emergency room services at the W.O. Moss Medical Center in Lake7 Charles, Louisiana, which is currently operated by LSU; and8 WHEREAS, the W.O. Moss Medical Center currently maintains and operates ten9 hospital beds for inpatient care and an active emergency room; and 10 WHEREAS, the legislature recognizes the need to maintain and continue proper11 health care in the Lake Charles area, including inpatient and emergency care; and12 WHEREAS, the legislature recognizes, and the cooperative endeavor agreement will13 provide, that the inpatient and emergent care currently provided at the W.O. Moss Medical14 Center will be provided by the Lake Charles Memorial Hospital; and 15 WHEREAS, the cooperative endeavor agreement will provide that Lake Charles16 Memorial Hospital build a new medical facility adjacent to the W.O. Moss Medical Center17 which, when completed, will house outpatient clinics; and 18 WHEREAS, the outpatient services currently provided at the W.O. Moss Medical19 Center will be transferred to the new outpatient clinic built adjacent to the W.O. Moss20 Medical Center; and21 WHEREAS, the legislature recognizes that the closure of the inpatient beds and the22 emergency room at W.O. Moss Medical Center requires authorization by the legislature23 through a concurrent resolution pursuant to Louisiana Revised Statute 17:1519.3.24 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby25 endorse and express support of the actions by the Board of Supervisors of Louisiana State26 University and Agricultural and Mechanical College with regard to the delivery of health27 care services in the Lake Charles region.28 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby29 endorse and support the ongoing and strategic collaboration among the Board of Supervisors30 SCR NO. 98 SLS 13RS-2153 ORIGINAL Page 3 of 3 of Louisiana State University and Agricultural and Mechanical College, the state, and Lake1 Charles Memorial Hospital to close the inpatient beds and emergency room at W.O. Moss2 Medical Center. 3 BE IT FURTHER RESOLVED that this Resolution constitutes legislative approval,4 in accordance with the requirements of R.S. 17:1519.3, for the closure of the inpatient beds5 and emergency room at W.O. Moss Medical Center.6 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the7 office of the governor, the commissioner of administration, the secretary of the Department8 of Health and Hospitals, and the chairman of the Board of Supervisors of Louisiana State9 University and Agricultural and Mechanical College.10 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Christopher D.
