Page 1 of 3 Regular Session, 2013 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 98 BY SENATORS JOHNS AND MORRISH AND REPRESENTATI VES DANAHAY, GEYMANN, HENSGENS AND KLECKLEY A CONCURRENT RESOLUTI ON To express support of and to provide authority for actions by the Board of Supervisors of Louisiana State University and Agricultural and Mechanical College for the strategic collaboration among the division of administration, the Department of Health and Hospitals, and the Board of Supervisors of Louisiana State University and Agricultural and Mechanical College in planning for a new model of health care delivery in the Lake Charles region. WHEREAS, a sudden reduction in federal funding for the Louisiana Medicaid program was included in a sweeping transportation bill passed by the United States Congress and signed into law on July 6, 2012, and resulted in a net decrease of over eight hundred fifty million dollars in the Medicaid budget for the current state fiscal year; and WHEREAS, pursuant to the dramatic cut to Medicaid funding, the Department of Health and Hospitals (department) is addressing the shortfall by eliminating funding for state hospitals operated by the Board of Supervisors of Louisiana State University and Agricultural and Mechanical College; and WHEREAS, the department has led the development of public-private partnerships for the delivery of health services at Louisiana State University and Agricultural and Mechanical College (LSU) hospital facilities by private health care enterprises, with the terms and conditions for such service delivery to be set forth in cooperative endeavor agreements among the state, LSU, and private providers; and WHEREAS, the state, LSU, and Lake Charles Memorial Hospital intend to enter into a cooperative endeavor agreement to formalize a collaboration to improve access to health care in the Lake Charles area; and SCR NO. 98 ENROLLED Page 2 of 3 WHEREAS, the cooperative endeavor agreement includes a provision to cease inpatient care and emergency room services at the W.O. Moss Medical Center in Lake Charles, Louisiana, which is currently operated by LSU; and WHEREAS, the W.O. Moss Medical Center currently maintains and operates ten hospital beds for inpatient care and an active emergency room; and WHEREAS, the legislature recognizes the need to maintain and continue proper health care in the Lake Charles area, including inpatient and emergency care; and WHEREAS, the legislature recognizes, and the cooperative endeavor agreement will provide, that the inpatient and emergency care currently provided at the W.O. Moss Medical Center will be provided by the Lake Charles Memorial Hospital; and WHEREAS, the cooperative endeavor agreement will provide that Lake Charles Memorial Hospital build a new medical facility adjacent to the W.O. Moss Medical Center that, when completed, will house an outpatient clinic; and WHEREAS, the outpatient services currently provided at the W.O. Moss Medical Center will be transferred to the new outpatient clinic built adjacent to the W.O. Moss Medical Center; and WHEREAS, the legislature recognizes that the closure of the inpatient beds and the emergency room at the W.O. Moss Medical Center requires authorization by the legislature through a concurrent resolution pursuant to R.S. 17:1519.3. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby endorse and express support of the actions by the Board of Supervisors of Louisiana State University and Agricultural and Mechanical College with regard to the delivery of health care services in the Lake Charles region. BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby endorse and support the ongoing and strategic collaboration among the Board of Supervisors of Louisiana State University and Agricultural and Mechanical College, the state, and Lake Charles Memorial Hospital to close the inpatient beds and emergency room at the W.O. Moss Medical Center. BE IT FURTHER RESOLVED that this Resolution constitutes legislative approval, in accordance with the requirements of R.S. 17:1519.3, for the closure of the inpatient beds SCR NO. 98 ENROLLED Page 3 of 3 and emergency room at the W.O. Moss Medical Center. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the governor, the commissioner of administration, the secretary of the Department of Health and Hospitals, and the chairman of the Board of Supervisors of Louisiana State University and Agricultural and Mechanical College.
