Page 1 of 2 Regular Session, 2013 ENROLLED SENATE RESOLUTION NO. 145 BY SENATOR NEVERS A RESOLUTION To commend Mr. Leroy "Slick" Seal on sixty years of law enforcement service to Washington Parish and to recognize Monday, September 2, 2013, Mr. Leroy "Slick" Seal's ninety-third birthday, as Leroy "Slick" Seal Day. WHEREAS, Mr. Leroy "Slick" Seal was born on September 2, 1920, in Varnado, Louisiana, where he has been a lifelong resident; and WHEREAS, Louisiana Governor Earl K. Long in 1950 appointed Leroy Seal to serve as the first marshal in the village of Varnado, where Mr. Seal served for three years; and WHEREAS, in 1954, Leroy Seal went to work for the Louisiana Department of Wildlife and Fisheries, from which he retired in 1979, having served the people of Louisiana for more than a quarter century, during which time he was selected by his peers as a "Top Woodsman" and promoted to the position of Major, with enforcement responsibility over fifteen parishes; and WHEREAS, Leroy Seal served from 1981 to 1991 as Chief Deputy of the Washington Parish Sheriff's Office under Washington Parish Sheriff Benny Rayburn; and WHEREAS, in 1992, Leroy Seal was elected Chief of Police in the village of Varnado, where he served as chief from 1992 through 2008; and WHEREAS, Chief Seal stepped down as chief in 2008 and continued to serve as a police officer for the village of Varnado from 2008 through 2012; and WHEREAS, Leroy "Slick" Seal will celebrate his ninety-third birthday on September 2, 2013; and WHEREAS, Leroy "Slick" Seal has devoted his entire life to protecting the public while serving in the line of duty as a law enforcement official; and WHEREAS, Leroy "Slick" Seal's lifelong public service to the people of Varnado, Washington Parish and the state of Louisiana, should be duly recognized and honored. SR NO. 145 ENROLLED Page 2 of 2 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby commend and recognize Mr. Leroy "Slick" Seal for his continued devotion and public service to the people of Washington Parish and this state, and does hereby recognize Monday, September 2, 2013, as Leroy "Slick" Seal Day. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Washington Parish Sheriff Randy Seal, the son of Leroy "Slick" Seal. PRESIDENT OF THE SENATE
