SENATE RESOLUTION NO. 147
BY SENATOR WALSWORTH 
COMMENDATIONS.  Commends Randy K. Haynie for his generous loan to the state of
Louisiana of a rare Eighteen-Star American National Flag Commemorating Louisiana
Statehood.
A RESOLUTION1
To commend Randy K. Haynie for his generous loan to the state of Louisiana for public2
display of a rare Eighteen-Star American National Flag Commemorating Louisiana3
Statehood.4
WHEREAS, Randy K. Haynie has been closely involved with Louisiana politics for5
many years, but he is also vitally interested in the colorful history of the Bayou State, as well6
as the preservation of the numerous historical artifacts that have survived war, sickness and7
societal upheaval; and8
WHEREAS, Mr. Haynie has collected a number of these artifacts and saved them9
from certain destruction and loss and shared them with the people of Louisiana in order to10
help the people understand and stay in touch with the rich culture that shaped and formed11
their society; and12
WHEREAS, Mr. Haynie was fortunate to have come across a significant piece of13
Louisiana's history during his participation in and organizing of the state's Bicentennial14
Celebration; and15
WHEREAS, Mr. Haynie was able to acquire a rare piece of americana when he16
purchased the Eighteen-Star American National Flag Commemorating Louisiana Statehood17
and entry into the Union; and18 SR NO. 147

WHEREAS, Mr. Haynie has offered to loan Louisiana officials the flag to be1
displayed inside the State Capitol Building where all visiting members of the public could2
see one of only three such flags in existence today; and3
WHEREAS, the rare flag was hand-sewn by the seamen of the U.S.S. Constitution4
sometime during the period between 1812 and 1816, after Louisiana was admitted as the5
eighteenth state on April 30, 1812, with William C.C. Claiborne as the first governor of the6
state; and7
WHEREAS, the ownership of the flag had come down to Mrs. Jennie L. Wood, on8
her mother's side of the family from her uncle Joseph L. Galloway, a direct descendent of9
Thomas Galloway, a sergeant in General Gabriel Slaughter's Regiment of the Fifteenth10
Kentucky Militia at the Battle of New Orleans on January 8, 1815; and11
WHEREAS, the flag has thirteen alternating stripes and thirteen cotton-muslin stars12
on a blue canton, but this would soon change as more states joined the union and a new star13
would be added for each new state; and14
WHEREAS, Randy Haynie should be hailed by all of Louisiana for the countless15
hours he has given to making the state's citizens more aware of their heritage, culture and16
history and for his generous philanthropic contributions to that end. 17
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana18
does hereby extend its highest and most sincere commendations to Randy K. Haynie for his19
generous loan of the famous flag in order to display it in the Louisiana State Capitol20
Building for the state's bicentennial celebration.21
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Mr.22
Randy K. Haynie.23
