Page 1 of 2 Regular Session, 2013 ENROLLED SENATE RESOLUTION NO. 147 BY SENATOR WALSWORTH A RESOLUTION To commend Randy K. Haynie for his generous loan to the state of Louisiana for public display of a rare Eighteen-Star American National Flag Commemorating Louisiana Statehood. WHEREAS, Randy K. Haynie has been closely involved with Louisiana politics for many years, but he is also vitally interested in the colorful history of the Bayou State, as well as the preservation of the numerous historical artifacts that have survived war, sickness and societal upheaval; and WHEREAS, Mr. Haynie has collected a number of these artifacts and saved them from certain destruction and loss and shared them with the people of Louisiana in order to help the people understand and stay in touch with the rich culture that shaped and formed their society; and WHEREAS, Mr. Haynie was fortunate to have come across a significant piece of Louisiana's history during his participation in and organizing of the state's Bicentennial Celebration; and WHEREAS, Mr. Haynie was able to acquire a rare piece of Americana when he purchased the Eighteen-Star American National Flag Commemorating Louisiana Statehood and entry into the Union; and WHEREAS, Mr. Haynie has offered to loan Louisiana officials the flag to be displayed inside the State Capitol Building where all visiting members of the public could see one of only three such flags in existence today; and WHEREAS, the rare flag was hand-sewn by the seamen of the U.S.S. Constitution sometime during the period between 1812 and 1816, after Louisiana was admitted as the eighteenth state on April 30, 1812, with William C.C. Claiborne as the first governor of the state; and SR NO. 147 ENROLLED Page 2 of 2 WHEREAS, the ownership of the flag had come down to Mrs. Jennie L. Wood, on her mother's side of the family from her uncle Joseph L. Galloway, a direct descendent of Thomas Galloway, a sergeant in General Gabriel Slaughter's Regiment of the Fifteenth Kentucky Militia at the Battle of New Orleans on January 8, 1815; and WHEREAS, the flag has thirteen alternating stripes and thirteen cotton-muslin stars on a blue canton, but this would soon change as more states joined the union and a new star would be added for each new state; and WHEREAS, Randy Haynie should be hailed by all of Louisiana for the countless hours he has given to making the state's citizens more aware of their heritage, culture and history and for his generous philanthropic contributions to that end. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby extend its highest and most sincere commendations to Randy K. Haynie for his generous loan of the famous flag in order to display it in the Louisiana State Capitol Building for the state's bicentennial celebration. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Mr. Randy K. Haynie. PRESIDENT OF THE SENATE
