BOARDS/COMMISSIONS	:  Provides relative to the composition of the Louisiana State
Board of Medical Examiners
AN ACT1
To amend and reenact R.S. 37:1263(B), relative to the Louisiana State Board of Medical2
Examiners; to provide for board membership; to provide with respect to membership3
on or after certain dates; to provide the method of the selection of members; and to4
provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 37:1263(B) is hereby amended and reenacted to read as follows: 7
ยง1263.  Louisiana State Board of Medical Examiners; appointment8

B.(1) Until January 1, 2000, the board shall consist of seven members, all10
appointed by the governor from lists of names submitted by the Louisiana State11
Medical Society and the Louisiana Medical Association.  At least one of the12
members appointed to the board shall be a physician practicing in a parish or13
municipality with a population of less than twenty thousand people, and at least one14
member shall be appointed from the list submitted by the Louisiana Medical15
Association.16
(2) Beginning on January 1, 2000, (1) Until September 1, 2014, the board17
shall consist of seven voting members, all appointed by the governor and subject to18

(a) Four members from a list of names submitted by the Louisiana State1
Medical Society.  One of the members so appointed shall practice in a parish or2
municipality with a population of less than twenty thousand people.3
(b) Two members from a list submitted by the Louisiana Medical4
Association.5
(c) One member from a list submitted by the Louisiana Academy of Family6
Practice Physicians.7
(2) Beginning September 1, 2014, two additional members shall be8
appointed to the board, which, together with the members appointed pursuant to9
Paragraph (1) of this Subsection, shall consist of nine voting members. The two10
additional members shall be appointed by the governor, subject to Senate11
confirmation, and be selected from a list of names submitted by the chancellors of12
the Louisiana State University Health Sciences Center at New Orleans, the Louisiana13
State University Health Sciences Center at Shreveport, and the Tulane University14
School of Medicine. At least one of the members appointed shall practice in a15
surgical speciality.16

Section 2. This Act shall become effective upon signature by the governor or, if not18
signed by the governor, upon expiration of the time for bills to become law without signature19
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If20
vetoed by the governor and subsequently approved by the legislature, this Act shall become21
effective on the day following such approval.22

Present law provides that until Jan. 1, 2000, the board will consist of seven members
appointed by the governor, and confirmed by the Senate, from a list of names submitted by
the La. State Medical Society and the La. Medical Association.  Present law further requires
that at least one of the members be a physician practicing in a parish or municipality with
a population of less than 20,000, and at least one member be appointed from a list submitted
by the La. Medical Association.
Proposed law deletes present law.
Present law provides that beginning Jan. 1, 2000, the board will consist of seven voting
members all appointed by the governor and confirmed by the Senate as follows:
(1)Four members from a list of names submitted by the La. State Medical Society, one
of whom practices in a municipality or parish with a population of less than 20,000.
(2)Two members from a list submitted by the La. Medical Association.
(3)One member from a list submitted by the La. Academy of Family Practice
Physicians.
Proposed law changes the date in present law from Jan. 1, 2000, to Sept. 1, 2014.
Present law requires that all voting members be graduate physicians or surgeons and
practitioners.
Proposed law retains present law.
Proposed law provides that beginning Sept. 1, 2014, two additional members will be
appointed to the board, bringing the board membership to nine voting members.
Proposed law provides that the additional members will be appointed by the governor,
confirmed by the Senate, and will be chosen from a list of names submitted by the
chancellors of the LSU Health Sciences Center at New Orleans, the LSU Health Sciences
Center at Shreveport, and the Tulane University School of Medicine.
Proposed law requires that at least one of the newly appointed members must practice in a
surgical specialty.
Effective upon signature of governor or lapse of time for gubernatorial action.
