RACING/HORSE:  Provides relative to minimum live racing dates
AN ACT1
To amend R.S. 4:214.1, relative to horse racing; to provide relative to the number of dates2
and types of horses raced at certain facilities; to provide for live racing dates; and to3
provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 4:214.1 is hereby amended to read as follows: 6
ยง214.1.  Minimum live racing dates; offtrack and other authorized wagering7
A. An association shall not be licensed to conduct offtrack or other8
authorized wagering in the state unless it conducts live horse racing for not less than9
one hundred thirty thirty-two racing days within each fifty-two week period at the10
facility designated in its license. Of the required one hundred thirty thirty-two racing11
days, not less than eighty-four eighty-five days shall be thoroughbred horse racing12
days conducted during twenty-one consecutive weeks and not less than forty-six13
forty-seven days shall be quarter horse racing days conducted during twelve14
consecutive weeks.  The foregoing minimum racing requirements are mandatory15
unless the association is prevented from live racing as a result of a natural disaster,16
an act of God, force majeure, a catastrophe, or such other occurrence over which the17
association has no control. When a pari-mutuel wagering facility and a related18

of live racing days, including the minimum quarter horse racing days, required by1
this Section as a condition of operating the offtrack betting facility.2
B. Notwithstanding any provision of law to the contrary, at any facility3
where the purse revenue derived from slot machines is limited by law to a certain4
expressly stated number of slot machines, such facility shall maintain a minimum of5
eighty eighty-one thoroughbred horse racing days conducted during twenty6
consecutive weeks and not less than ten eleven days of quarter horse racing7
conducted during three consecutive weeks. The racing days provided for in this8
Subsection shall be conducted within a fifty-two week period.  The foregoing9
minimum racing requirements are mandatory unless the association is prevented10
from live racing as a result of a natural disaster, an act of God, force majeure, a11
catastrophe, or such other occurrence over which the association has no control.12
When a pari-mutuel wagering facility and a related offtrack betting facility are sold,13
the purchaser shall conduct the minimum number of live racing days, including the14
minimum quarter horse racing days, required by this Section as a condition of15
operating the offtrack betting facility.16

Abstract: Increases the number of horse racing days a certain racing facilities.
Present law provides that an association shall not be licensed to conduct offtrack or other
authorized wagering in the state unless it conducts live horse racing for  not less than 130
racing days within each 52 week period at the facility designated in its license.  
Proposed law changes the 130 days to 132.
Present law provides that of the required 130 racing days required by present law, not less
than 84 days shall be thoroughbred horse racing days conducted during 21 consecutive
weeks and not less than 46 days shall be quarter horse racing days conducted during 12
consecutive weeks. 
Proposed law changes the 84 thoroughbred horse racing days to 85 and the 47 quarter horse

Present law provides that for any facility where the purse revenue derived from slot
machines is limited by law to a certain expressly stated number of slot machines, such
facility shall maintain a minimum of 80 thoroughbred horse racing days conducted during
20 consecutive weeks and not less than 10 days of quarter horse racing conducted during
three consecutive weeks. 
Proposed law changes the minimum 80 thoroughbred horse racing days to 81 and the 10
days or quarter horse racing to 11.
