MTR VEHICLE/LICEN PLATES: Creates a prestige license plate for Saint Katharine
Drexel Preparatory School
AN ACT1
To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2
for the "Saint Katharine Drexel Prep" special prestige license plate; to provide for3
the creation, issuance, and design of such license plates; to provide relative to the fee4
and distribution of fees for such plates; to authorize the promulgation of rules and5
regulations; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 47:463.165 is hereby enacted to read as follows:8
ยง463.165. Special prestige license plates; "Saint Katharine Drexel Prep"9
A. The secretary of the Department of Public Safety and Corrections shall10
establish a special prestige motor vehicle license plate to be known as the "Saint11
Katharine Drexel Prep" plate, provided there is a minimum of one thousand12
applicants for such plate. These license plates shall be restricted to use on passenger13
cars, pickup trucks, recreational vehicles, and vans.14
B. The license plate color and design shall be selected by the administration15
of Saint Katharine Drexel Preparatory School provided it is in compliance with R.S.16
47:463(A)(3). The design shall include the words "Saint Katharine Drexel Prep" and17
the school's logo. 18
C. The prestige license plate shall be issued, upon application to any citizen19
of Louisiana in the same manner as any other motor vehicle license plate.20 HLS 14RS-2137 ORIGINAL

D. The department shall collect an annual royalty fee of thirty dollars, which1
shall be disbursed in accordance with Subsection E of this Section. This fee shall be2
in addition to the standard motor vehicle license tax imposed by Article VII, Section3
5 of the Constitution of Louisiana, and a handling fee of three dollars and fifty cents4
for each plate to be retained by the department to offset a portion of administrative5
costs.6
E. The annual royalty fee collected by the department shall be forwarded to7
Saint Katharine Drexel Preparatory School, to be used towards the school's general8
operating fund.9
F. The secretary shall promulgate rules and regulations as are necessary to10
implement the provisions of this Section.11

Proposed law provides the license plate shall be issued, upon application, to any citizen of
Louisiana in the same manner as any other motor vehicle license plate.
Proposed law provides for the collection of a $30 royalty fee, as well as a handling fee of
$3.50 for each plate, to be retained by the Dept. of Public Safety and Corrections to offset
a portion of administrative costs.
Proposed law provides that monies collected by the department and forwarded to Saint
Katharine Drexel Preparatory School, or its successor organization, shall be used towards
the school's general operating fund.
