TEACHERS/EVALUATION:  Lowers the required percentage of a teacher's evaluation that
is based on growth in student achievement using a value-added assessment model
AN ACT1
To amend and reenact R.S. 17:3902(B)(5), relative to the evaluation of teachers and2
administrators; to lower the required percentage of the evaluation that is based on3
growth in student achievement using a value-added assessment model;  to provide4
an effective date; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 17:3902(B)(5) is hereby amended and reenacted to read as follows:7

B. The elements of evaluation and standards for effectiveness shall be10
defined by the board pursuant to rules and regulations promulgated for such purpose.11
Such rules and regulations shall require that, at a minimum, local evaluation plans12
contain the following elements: 13

(5) Measure of effectiveness. By the beginning of the 2012-2013 school15
year, fifty Twenty-five percent of such evaluations shall be based on evidence of16
growth in student achievement using a value-added assessment model as determined17
by the state board for grade levels and subjects for which value-added data is18
available. For grade levels and subjects for which value-added data is not available19

establish measures of student growth. The model shall take into account important1
student factors, including but not limited to special education, eligibility for free or2
reduced price meals, student attendance, and student discipline. The state board shall3
develop and adopt a policy to invalidate such student growth data for any teacher for4
any school year in which there is a natural disaster or any other unexpected event5
that results in the temporary closure of the school.6

Section 2. This Act shall become effective on July 1, 2014; if vetoed by the governor8
and subsequently approved by the legislature, this Act shall become effective on July 1,9
2014, or on the day following such approval by the legislature, whichever is later.10

Abstract: Lowers the requirement that 50% of a teacher's evaluation be based on growth
in student achievement using a value-added assessment model to instead require that
25% of the evaluation be based on such growth.
Present law requires annual evaluations by local public school boards of all teachers and
administrators in accordance with State Board of Elementary and Secondary Education
(BESE) rules and regulations. Provides that the elements of evaluation and standards for
effectiveness shall be defined by BESE. Requires that 50% of each evaluation shall be based
on evidence of growth in student achievement using a value-added assessment model as
determined by BESE and the other half shall be based on observation and conferencing.
Requires that at the conclusion of the evaluation the evaluator shall determine if the teacher
or administrator is effective or ineffective. Requires BESE annually to report to the House
and Senate education committees regarding the implementation, results, and effectiveness
of the value-added assessment model.
Proposed law retains present law but lowers the 50% requirement to 25%.
Effective July 1, 2014.
