STUDENT/STANDARDS: Permits local school boards to develop and implement
curriculum standards in lieu of state content standards
AN ACT1
To amend and reenact R.S. 17:24.4(E), relative to education standards; to permit local public2
school boards to develop and implement curriculum standards for required subjects3
instead of implementing state content standards; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 17:24.4(E) is hereby amended and reenacted to read as follows: 6
ยง24.4. Louisiana Competency-Based Education Program; statewide standards for7
required subjects; Louisiana Educational Assessment Program; parish or city8
school board comprehensive pupil progression plans; waivers9

E.(1) The state Department of Education shall, with the approval of the State11
Board of Elementary and Secondary Education, as part of the Louisiana12
Competency-Based Education Program, shall develop and establish statewide13
content standards for required subjects to be taught in the public elementary and14
secondary schools of this state. The statewide content standards for required subjects15
shall be implemented by the state Department of Education as approved by the State16
Board of Elementary and Secondary Education, with recommendations prior to17
approval and advice from the educational personnel in the public schools and18

(2) A city, parish, or other local public school board is not required to1
implement the state standards developed pursuant to Paragraph (1) of this Subsection2
if it develops and implements, in all schools under its jurisdiction, curriculum3
standards for required subjects that meet or exceed the rigor of the state standards.4

Abstract: Permits local school boards to develop and implement curriculum standards in
lieu of state content standards.
Present law provides for the La. Competency-Based Education Program, including the
development and implementation of statewide standards for required subjects and the La.
Educational Assessment Program (LEAP). Requires the state Dept. of Education to develop,
with the approval of the State Board of Elementary and Secondary Education, 	statewide
content standards for required subjects for public elementary and secondary schools.
Requires implementation of the standards by the department, with recommendations prior
to approval and advice from the educational personnel in the public schools and colleges and
universities of this state.
Proposed law retains present law but provides that local public school boards are not
required to implement the state standards if they develop and implement curriculum
standards for required subjects that meet or exceed the rigor of the state standards.
