ACT No. 240 Regular Session, 2014 HOUSE BILL NO. 415 BY REPRESENTATIVE HOFFMANN AN ACT1 To amend and reenact R.S. 17:3883(A)(6), relative to the evaluation of teachers and2 administrators; to require the appointment and convening of an advisory3 subcommittee to make specific recommendations relative to such evaluations; to4 provide a time line for the convening of the subcommittee and for the submission5 of recommendations; to provide relative to the membership of the subcommittee; and6 to provide for related matters.7 Be it enacted by the Legislature of Louisiana:8 Section 1. R.S. 17:3883(A)(6) is hereby amended and reenacted to read as follows:9 ยง3883. State Board of Elementary and Secondary Education; powers and duties10 A. The board shall:11 * * *12 (6)(a) Require the state superintendent of education to appoint and convene13 an Educator Evaluation Advisory Committee Accountability Commission14 established by the board to convene an advisory subcommittee of the commission to15 report on and make recommendations to the board regarding the overall effectiveness16 of the evaluation program, including but not limited to any recommendations for17 changes to board policy or state law with respect to the development of a value-18 added assessment model as determined by the board pursuant to R.S. 17:3902(B)(5),19 the identification of measures of student growth for grades and subjects for which20 value-added data is are not available and for personnel for whom value-added data21 is are not available as established by the board pursuant to R.S. 17:3902(B)(5), and22 the adoption of elements of evaluation and standards of for effectiveness as defined23 by the board pursuant to R.S. 17:3902(B)(introductory paragraph). The2 advisory committee shall include but not be limited to at least two parents of public3 school students and the following groups or organizations as follows: The4 subcommittee shall have the following members:5 (i) One member of the House of Representatives appointed by the Associated6 Professional Educators speaker of Louisiana the House of Representatives.7 (ii) One member of the Senate appointed by the Louisiana Association8 president of Educators the Senate.9 (iii) One member appointed by the Louisiana Federation of Teachers. At10 least six members who are public school teachers. The speaker of the House of11 Representatives and the president of the Senate shall each appoint three teachers and12 shall collaborate in making their appointments to ensure that the following13 requirements are met:14 (aa) Two of the teachers shall teach students in grades three, four, or five;15 two shall teach students in grades six, seven, or eight; and two shall teach students16 in grades nine, ten, eleven, or twelve.17 (bb) All of the teachers shall teach subjects for which value-added data are18 available.19 (cc) One teacher shall be appointed from each congressional district of the20 state.21 (iv) One member appointed by the Louisiana Association of School22 Superintendents. (ix) One member appointed by each member of the State Board of1 Elementary and Secondary Education.2 (b) The members of the committee subcommittee shall serve without3 compensation.4 (c) The initial meeting of the committee subcommittee shall be held not later5 than September 30, 2010 2014.6 (d) The committee subcommittee shall submit its initial report and7 recommendations to the board and the Senate and House committees on education8 by not later than April 30, 2012 sixty days prior to the beginning of the 2015 Regular9 Session of the Legislature of Louisiana and shall submit a subsequent report and10 further recommendations by not later than sixty days prior to the beginning of the11 2016 Regular Session of the Legislature of Louisiana. 12 * * *13 SPEAKER OF THE HOUSE OF REPRESENTATI VES PRESIDENT OF THE SENATE GOVERNOR OF THE STATE OF LOUISIANA APPROVED:
