HOUSE BILL NO. 481

STUDENT/STANDARDS:  Provides relative to implementation of Common Core State
Standards and the development of curriculum guides prior to such implementation
for public schools and nonpublic schools participating in the voucher program
AN ACT1
To amend and reenact R.S. 17:24.4(E) and (F)(1)(d) and to enact R.S. 17:24.4(F)(2) and2
4022(7), relative to education standards and related curriculum and assessments; to3
provide for implementation of the Common Core State Standards on a phased-in4
basis; to require the state Department of Education to develop and distribute5
statewide curriculum guides for use by public schools and nonpublic schools6
participating in the Student Scholarships for Educational Excellence Program prior7
to such implementation; to require such nonpublic schools to comply with the8
requirements relative to the use of the curriculum guides and the implementation of9
the Common Core State Standards for scholarship recipients; to remove the10
requirement that standards-based assessments for certain subjects be based on11
nationally recognized content standards; to require the state Department of Education12
to provide funding for certain local public schools for the implementation and13
administration of online assessments; and to provide for related matters.14
Be it enacted by the Legislature of Louisiana:15
Section 1. R.S. 17:24.4(E) and (F)(1)(d) are hereby amended and reenacted and R.S.16

§24.4. Louisiana Competency-Based Education Program; statewide standards for1
required subjects; Louisiana Educational Assessment Program; parish or city2
school board comprehensive pupil progression plans; waivers3

E.(1) The state Department of Education shall, with the approval of the State5
Board of Elementary and Secondary Education, as part of the Louisiana6
Competency-Based Education Program, shall develop and establish statewide7
content standards for required subjects to be taught in the public elementary and8
secondary schools of this state. The statewide content standards for required subjects9
shall be implemented by the state Department of Education as approved by the State10
Board of Elementary and Secondary Education, 	with recommendations prior to11
approval and advice from the educational personnel in the public schools and12
colleges and universities of this state.13
(2)(a) The state Department of Education, with the approval of the State14
Board of Elementary and Secondary Education, shall develop and distribute to each15
city, parish, and other local public school and each nonpublic school participating in16
the Student Scholarships for Educational Excellence Program pursuant to R.S.17
17:4011 et seq., statewide curriculum guides for required subjects to be used by18
public schools and by such nonpublic schools for students who are scholarship19
recipients. Curriculum guides shall be developed and distributed to each such school20
for the grades as applicable one school year prior to implementing the Common Core21
State Standards in such grades as provided in Paragraph (3) of this Subsection.22
(b) By not later than August 1, 2015, the department shall develop and23
distribute such guides to public schools to be used for students in kindergarten and24
first grade and to the nonpublic schools as specified in Subparagraph (a) of this25
Paragraph for students in kindergarten and first grade who are scholarship recipients.26
(3) For the 2016-2017 school year, the Common Core State Standards shall27
be implemented beginning in kindergarten and first grade and shall be implemented28 HLS 14RS-275	ORIGINAL

in those grades and the next grade level each subsequent school year until full1
implementation is complete.2
(4) For the 2014-2015 and 2015-2016 school years, the department shall3
implement the state standards used immediately prior to the adoption of the Common4
Core State Standards by the State Board of Elementary and Secondary Education.5
The department shall continue to implement such standards throughout the phase-in6
period as provided for in Paragraph (3) of this Subsection for grades as applicable.7

(d)  Beginning with the 2014-2015 school year, standards-based Standards-10
based assessments implemented by the State Board of Elementary and Secondary11
Education in English language arts and mathematics shall be based on nationally12
recognized content standards that represent the knowledge and skills needed for13
students to successfully transition to postsecondary education and the workplace.14
Rigorous student achievement standards shall be set with reference to test scores of15
the same grade levels nationally.16

(2) The state Department of Education shall provide funding to each city,18
parish, or other local public school that does not have the necessary technology19
equipment or infrastructure in place for the implementation and administration of20
any online assessments required pursuant to this Subsection or any other law or any21
rule, regulation, or policy of the State Board of Elementary and Secondary22
Education. Such funding shall not be paid from monies appropriated for the23
minimum foundation program formula.24

§4022.  Participating schools; requirements26
Each participating school shall:27

(7) Comply with the requirements of R.S. 17:24.4(E) relative to use of1
curriculum guides and implementation of the Common Core State Standards for2
scholarship recipients.3

Abstract: Provides for phased-in implementation of the Common Core State Standards
(CCSS) and requires the state Dept. of Education to develop and distribute
curriculum guides to all public schools (including charter schools) and nonpublic
schools participating in the voucher program prior to such implementation. Requires
such nonpublic schools to comply with requirements relative to use of such
curriculum guides and implementation of CCSS for scholarship recipients. Requires
the department to provide funding to each local public school that does not have the
necessary technology equipment or infrastructure in place for the implementation
and administration of any online assessments. 
Present law provides for the La. Competency-Based Education Program, including the
development and implementation of statewide content standards for required subjects and
the La. Educational Assessment Program (LEAP) by the state Dept. of Education with
approval of the State Board of Elementary and Secondary Education (BESE).  Requires
standards-based assessments for required subjects (English language arts, math, science, and
social studies) to be implemented by BESE and administered in at least grades 3 through 11.
Provides that such assessments be based on state content standards and rigorous student
achievement standards comparable to national student achievement levels.  Specifies that
beginning with the 2014-2015 school year, the standards-based assessments in English
language arts and math shall be based on nationally recognized content standards. 
Proposed law retains present law except deletes requirement that the standards-based
assessments in English language arts and math be based on nationally recognized content
standards.
Proposed law additionally requires the state Dept. of Education, with BESE approval, to
develop and distribute statewide curriculum guides for required subjects to be used by all
local public schools and by nonpublic schools participating in the voucher program for
students who are scholarship recipients. Requires that such guides be developed and
distributed to each school for the grades as applicable one school year prior to implementing
the Common Core State Standards in such grades as provided in proposed law. Provides for
phased-in implementation of the Common Core State Standards beginning in 2016-2017 for
kindergarten and first grade and additionally in the next grade level each subsequent school
year until full implementation is complete. Requires the department to implement the state
standards used immediately prior to the adoption of the Common Core State Standards for
the 2014-2015 and 2015-2016 school years and throughout the phase-in period as provided
for in proposed law for grades as applicable.
Proposed law requires the state Dept. of Education to provide funding to each local public
school that does not have the necessary technology equipment or infrastructure in place for

present law or any other law or any rule, regulation, or policy of BESE.  Prohibits such
funding to come from monies appropriated for the minimum foundation program (MFP)
formula. 
Present law relative to the Student Scholarships for Educational Excellence Program,
requires nonpublic schools participating in the program to comply with specified criteria.
Proposed law adds that such schools shall comply with the requirements of proposed law
relative to use of curriculum guides and implementation of Common Core State Standards
for scholarship recipients enrolled in such schools.
