CHILDREN/PARENTAL RIGHTS: (Constitutional Amendment) Provides relative to
parental rights
A JOINT RESOLUTION1
Proposing to add Article I, Section 28 of the Constitution of Louisiana, to protect parental2
rights; to provide for submission of the proposed amendment to the electors; and to3
provide for related matters.4
Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members5
elected to each house concurring, that there shall be submitted to the electors of the state of6
Louisiana, for their approval or rejection in the manner provided by law, a proposal to add7
Article I, Section 28 of the Constitution of Louisiana, to read as follows:8
§28.  Parental Rights9
Section 28. The liberty of a parent to direct the upbringing, education, and10
care of the parent's child is a fundamental right and the role of the state in the family11
should only be asserted when there is a serious threat to the family, the parents, or12
the child.13
Section 2. Be it further resolved that this proposed amendment shall be submitted14
to the electors of the state of Louisiana at the statewide election to be held on November 4,15
2014.16
Section 3. Be it further resolved that on the official ballot to be used at the election,17
there shall be printed a proposition, upon which the electors of the state shall be permitted18
to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as19

education, and care of his child is a fundamental right and limits the role of the state to those

to be held November 4, 2014.
