Regular Session, 2014 HOUSE BILL NO. 959 BY REPRESENTATIVE BARROW TRANSPORTATION: To prohibit the transport of hazardous materials by carriers in any parish with a population range of 440,000 to 455,000 within a five mile radius of a university. AN ACT1 To amend and reenact R.S. 32:1521(H) and (I) and to enact 32:1521(J), relative to the2 transportation of hazardous materials; to provide for certain restrictions; and to3 provide for related matters.4 Be it enacted by the Legislature of Louisiana:5 Section 1. R.S. 32:1521(H) and (I) are hereby amended and reenacted to read as6 follows:7 ยง1521. Restrictions on transportation of hazardous materials8 * * *9 G. H. Notwithstanding any law to the contrary, in any parish with a10 population between four hundred forty thousand and four hundred fifty five11 thousand, no carrier shall transport hazardous materials withing a five-mile radius12 of a university, except for a carrier making a local pickup or delivery, a carrier using13 the route to reach a local pickup or delivery point, or a carrier using the route to14 reach a maintenance or service facility.15 * * *16 H. (2) On a second or subsequent violation, the offender shall be fined not less1 than twenty-five nor more than five hundred dollars, or imprisoned for not less than2 ten days nor more than six months, or both.3 I.
