HIGHER EDUCATION:  Provides relative to private investment support for public
postsecondary education institutions
AN ACT1
To enact R.S. 17:1819, relative to public postsecondary education institutions; to provide2
provisions that limit the influence of private investors on public postsecondary3
education institutions; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 17:1819 is hereby enacted to read as follows:6
ยง1819. Private investment support for public postsecondary education institutions7
A. If a program that finances public postsecondary education institutions by8
providing state matching funds to private investment is enacted, no private investor9
from which a public postsecondary education institution receives funds pursuant to10
the program shall exercise or attempt to exercise any influence over the management11
and governance of the institution.  For purposes of this Section, "management and12
governance" include but is not limited to matters pertaining to staffing, the hiring and13
retention of faculty, strategic planning, program development, assessment of14

Abstract: Limits the influence of private investors on the management and governance of
public postsecondary education institutions.  
Present law provides for the management and governance of public postsecondary education
institutions in the state of La.
Proposed law provides that, if a program that finances public postsecondary education
institutions by providing state matching funds to private investment is enacted, no private
investor from which a public postsecondary education institution receives its funds shall
exercise or attempt to exercise any influence over the management and governance of the
institution. Further defines "management and governance of the institution" as including but
not limited to matters pertaining to staffing, the hiring and retention of faculty, strategic
planning, program development, assessment of curriculum, fiscal planning of school and
community, and business partnerships.
