HLS 14RS-3704 ENGROSSED Page 1 of 2 Regular Session, 2014 HOUSE CONCURRENT RESOLUTI ON NO. 110 BY REPRESENTATIVE TALBOT WILDLIFE/HABITAT: Urges and requests the Department of Wildlife and Fisheries to study feral hogs and conduct a symposium to discuss the issue A CONCURRENT RESOLUTI ON1 To urge and request the Department of Wildlife and Fisheries to study the source, the2 effects, and methods of elimination of feral hogs and to conduct a symposium on the3 issue.4 WHEREAS, feral hogs are a non-native, highly invasive, and destructive pest that5 has been introduced to our state and continues to spread across our state at an exceedingly6 alarming rate; and7 WHEREAS, damage caused by feral hogs is a great concern to wildlife biologists8 and managers today due to the potential for ecological and economical destruction far9 surpassing any other invasive exotic vertebrate; and10 WHEREAS, the most common damage caused by feral hogs is a result of their11 rooting that drastically impacts crops, golf courses, levees, hayfields, tree farms, and even12 lawns; much of the damage occurs after rain events or in irrigated areas during periods of13 drought where rooting leads to erosion, excess soil moisture, and the inability to operate14 equipment; and15 WHEREAS, feral hogs are also a threat to livestock and wildlife by preying upon16 adolescent goats, lambs, and calves; and17 WHEREAS, this invasive exotic species is a vector for disease for humans,18 commercial swine operations, and wildlife; they are plagued by such diseases as swine19 brucellosis, pseudorabies, and classical swine fever; and20 HLS 14RS-3704 ENGROSSED HCR NO. 110 Page 2 of 2 WHEREAS, the adaptive and prolific nature of these animals along with their1 capabilities for widespread devastation places their management as one of the top priorities2 for wildlife scientists; and3 WHEREAS, a great step towards solving the infestation of feral hogs would be4 assembling federal, state, and private stakeholders in a venue to discuss the biological,5 financial, and social implications specific to feral hog subsistence in our ecosystems in a6 professional, educational atmosphere.7 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby8 urge and request the Department of Wildlife and Fisheries to conduct a study on the source,9 the effects, and methods of elimination of feral hogs.10 BE IT FURTHER RESOLVED that no later than March 15, 2015, the Department11 of Wildlife and Fisheries conduct a symposium on feral hogs to discuss the biological,12 financial, and social implications on our ecosystems, particularly focused on the source of13 the feral hogs in our state, their damaging effects, and the methods to eliminate this prolific14 invasive species.15 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted16 to the secretary of the Department of Wildlife and Fisheries.17 DIGEST The digest printed below was prepared by House Legislative Services.
