Garofalo HCR No. 15
Applies to the U.S. Congress, under Art. V of the U.S. Constitution, for calling a convention of
the states limited to proposing amendments to the U.S. Constitution that impose fiscal restraints
on the federal government, limit the power and jurisdiction of the federal government, and limit
the terms of office for its officials and for members of congress.
Provides that the application is a continuing application, under Art. V of the U.S. Constitution,
until the legislatures of at least 2/3 of the states have made applications on the same subject.
