HLS 14RS-3364 ORIGINAL Page 1 of 3 Regular Session, 2014 HOUSE CONCURRENT RESOLUTI ON NO. 152 BY REPRESENTATIVE ORTEGO COMMERCE: Requests the office of facility planning and control, municipalities, parishes, and state universities and colleges to utilize the LEED rating system in the renovation and construction of buildings A CONCURRENT RESOLUTI ON1 To urge and request the office of facility planning and control of the Division of2 Administration, municipalities, parishes, and state universities and colleges to utilize3 the LEED rating system in the construction and renovation of buildings.4 WHEREAS, the Louisiana Legislature desires to grow the twenty-first century5 economy by encouraging the expansion of healthy, resilient, high-performing building6 design and practice; and7 WHEREAS, public policy that promotes healthy, resilient, high-performing building8 design and practices complements existing policies relating to development and9 environmental stewardship; and10 WHEREAS, the U.S. Green Building Council has, in a national collaborative11 process, created and supports the Leadership in Energy and Environmental Design (LEED)12 green building rating systems and maintains certification processes for new and existing13 buildings that together identify and verify a range of responsible design, construction, and14 maintenance practices that can improve human and environmental health in buildings and15 their surroundings while saving energy, water, and money; and16 WHEREAS, a building that has been designed, renovated, built, operated, and17 certified as compliant with LEED is recognized to provide, on average, a wide array of18 benefits compared to typical building rating systems including but not limited to: reduced19 energy consumption and costs; reduced water consumption and costs; improved occupant20 HLS 14RS-3364 ORIGINAL HCR NO. 152 Page 2 of 3 comfort, health and associated costs; reduced carbon footprint and other building-related1 environmental impacts; improved building value; reduced operating costs; significant return2 on investment, especially when applying life cycle cost methodology; and 3 WHEREAS, in a 2012 study published by the Harvard Business School, researchers4 found that local government commitments to green buildings produce a near doubling effect5 of private investment, supply, and market uptake of green building in jurisdictions that adopt6 green building rating systems, particularly those that adopt the Leadership in Energy and7 Environmental Design created by the U.S. Green Building Council; and 8 WHEREAS, numerous local governments in the United States, states, and federal9 agencies or departments have embraced public policy initiatives that promote benchmarking10 buildings with LEED, the world's preeminent green building system.11 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby12 urge and request the office of facility planning and control of the division of administration13 and state colleges and universities to utilize the LEED rating system created by the U.S.14 Green Building Council in the renovation and construction of buildings.15 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby urge16 and request that municipalities and parishes utilize the LEED rating system created by the17 U.S. Green Building Council in the renovation and construction of municipal or parish18 buildings.19 BE IT FURTHER RESOLVED that a copy of this Resolution be sent to the20 commissioner of the division of administration, the director of the office of facility planning21 and control of the division of administration, the president of each state university system,22 the president of each state university or college, the president of the Louisiana Municipal23 Association Board of Directors, the president of the executive board of the Police Jury24 Association of Louisiana, and the executive director of the Louisiana Chapter of the U.S.25 Green Building Council.26 HLS 14RS-3364 ORIGINAL HCR NO. 152 Page 3 of 3 DIGEST The digest printed below was prepared by House Legislative Services.
