HOUSE CONCURRENT RESOLUTI ON NO. 6
BY REPRESENTATIVES LORUSSO, BROADWATER, GAROFALO, GUI NN,
SEABAUGH, AND TALBOT
U.S. CONSTITUTION:  Applies to congress to call a convention of the states limited to
proposing amendments to the U.S. Constitution that impose fiscal restraints on the
federal government, limit the power and jurisdiction of the federal government, and
limit terms of office for U.S. officials and for members of congress
A CONCURRENT RESOLUTI ON1
To apply to the United States Congress, under the provisions of Article V of the Constitution2
of the United States, for the calling of a convention of the states limited to proposing3
amendments to the Constitution of the United States that impose fiscal restraints on4
the federal government, limit the power and jurisdiction of the federal government,5
and limit the terms of office for its officials and for members of congress.6
WHEREAS, Article V of the Constitution of the United States of America mandates7
that upon the "Application of the Legislatures of two thirds of the several States", Congress8
shall "call a Convention for proposing Amendments"; and9
WHEREAS, the Legislature of Louisiana deems amendments to the United States10
Constitution providing for fiscal restraints on the federal government, limits on the power11
and jurisdiction of the federal government, and limits on the terms of office for federal12
officials and for members of congress necessary for the good of the American people.13
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby14
apply to congress, under the provisions of Article V of the Constitution of the United States,15
for the calling of a convention of the states to propose amendments to the Constitution of the16
United States limited to imposing fiscal restraints on the federal government, limiting the17
power and jurisdiction of the federal government, and limiting the terms of office for its18

BE IT FURTHER RESOLVED that the Louisiana secretary of state is hereby1
directed to transmit copies of this application to the president and secretary of the United2
States Senate and to the speaker and clerk of the United States House of Representatives, and3
copies to the members of the United States Senate and United States House of4
Representatives from Louisiana; also to transmit copies hereof to the presiding officers of5
each of the legislative houses in the several states, requesting their cooperation.6
BE IT FURTHER RESOLVED that this application constitutes a continuing7
application in accordance with Article V of the Constitution of the United States until the8
legislatures of at least two-thirds of the several states have made applications on the same9
subject.10
