HOUSE RESOLUTION NO. 162
BY REPRESENTATIVE PATRICK WILLIAMS
BESE: Requests the State Board of Elementary and Secondary Education to adopt a rule
relative to student lunch time
A RESOLUTION1
To urge and request the State Board of Elementary and Secondary Education to adopt a rule2
relative to requirements with respect to student lunch time.3
WHEREAS, meals provided at public schools serve to meet the nutritional needs of4
students; and5
WHEREAS, proper nutrition for students leads to better health outcomes and higher6
levels of academic achievement; and7
WHEREAS, proper nutrition requires that students have enough seated lunch time8
during the lunch period to fully consume their food; and9
WHEREAS, the presence of state mandated assessments may encourage teachers and10
administrators to curtail the length of the student lunch period in order to produce better11
educational outcomes.12
THEREFORE, BE IT RESOLVED that the House of Representatives of the13
Legislature of Louisiana hereby urges and requests the State Board of Elementary and14
Secondary Education to adopt a rule to read substantively as follows: "Each local education15
agency shall provide no less than twenty minutes of time for students to be seated and16
consume their food. The twenty minutes of seated lunch time shall be separate from the time17
required for students to navigate from the classroom to the lunch room, stand in line to18
receive the lunch meal, and to return to the classroom after lunch has been consumed."19 HLS 14RS-5718	ORIGINAL

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the1
president of the State Board of Elementary and Secondary Education and the state2
superintendent of education.3
