ENROLLED Page 1 of 2 Regular Session, 2014 HOUSE RESOLUTION NO. 224 BY REPRESENTATIVE MILLER A RESOLUTION To urge and request the State Board of Elementary and Secondary Education to conduct a study relative to the number of students attending charter schools who, based on the attendance zones of the local public school system where they reside, would have otherwise attended a public school that received a letter grade of "D" or "F" or any variation thereof for the most recent school year pursuant to the school and district accountability system and to submit a written report of findings to the House Committee on Education not later than sixty days prior to the beginning of the 2015 Regular Session of the Legislature. WHEREAS, charter schools in Louisiana are public schools and receive public funds to operate, and the number of charter schools in this state is increasing; and WHEREAS, many who champion charter schools have stated publicly that charter schools are needed in order to serve students who would otherwise attend a failing public school; and WHEREAS, there is uncertainty as to how many students who attend charter schools would otherwise have attended schools that have been deemed to be failing pursuant to the school and district accountability system. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby urge and request the State Board of Elementary and Secondary Education to conduct a study relative to the number of students attending charter schools who, based on the attendance zones of the local public school system where they reside, would have otherwise attended a public school that received a letter grade of "D" or "F" or any variation thereof for the most recent school year pursuant to the school and district accountability system and to submit a written report of findings to the House ENROLLEDHR NO. 224 Page 2 of 2 Committee on Education not later than sixty days prior to the beginning of the 2015 Regular Session of the Legislature. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the president of the State Board of Elementary and Secondary Education and the state superintendent of education.
