HOUSE RESOLUTION NO. 55
BY REPRESENTATIVE HARRISON
COMMENDATIONS:  Commends Phil Haney on his retirement and thirty-five years of
public service
A RESOLUTION1
To commend J. Phil Haney on his retirement and thirty-five years of public service.2
WHEREAS, in 1971, Mr. Haney graduated from the University of Southwestern3
Louisiana and entered the United States Army, where he served as a paralegal and criminal4
investigator; and5
WHEREAS, Mr. Haney entered Louisiana State University Law School following6
his term in the Army; he received his Juris Doctor in 1976 and became a prosecutor with the7
16th Judicial District Attorney's Office; and8
WHEREAS, during his time with the District Attorney's Office, Mr. Haney has been9
involved as a major felony and drug prosecutor and has prosecuted or supervised prosecution10
of over 40,000 felony cases; he has traveled with the Louisiana State Police, United States11
Customs, and the St. Martin Parish Sheriff's Office on narcotics investigations to Texas,12
Alabama, Georgia, North Carolina, and South Carolina; and13
WHEREAS, Mr. Haney has prepared and presented seminars on narcotic14
investigations, asset seizure and forfeiture, and courtroom preparation for narcotic15
investigators while acting as the chief drug prosecutor for the parishes of Iberia, St. Martin,16
and St. Mary; and17
WHEREAS, in 1980, Mr. Haney was appointed as administrator and chief prosecutor18
for the District Attorney's Office in St. Martin Parish and, in 1999, he was elected as one of19
only eight associate directors for the National District Attorneys Association representing20

WHEREAS, Mr. Haney was elected District Attorney of the 16th Judicial District1
on October 7, 2000, and was reelected without opposition in 2002 and 2008. He has served2
as legal advisor to the St. Martin Parish Police Jury and numerous other public bodies; and3
WHEREAS, Mr. Haney served as President of United Way of Iberia in 2006 and was4
Campaign Chairman from 2001 to 2005; he is a member of the board of the Boys and Girls5
Club of Acadiana, Iberia Parish, and served as Honorary Chairman for the Boys and Girls6
Club of Acadiana Back-Our-Youth Campaign from 2001 to 2006; and7
WHEREAS, in 2003, Mr. Haney was recognized as the first recipient of the Hero for8
Youth Award given by the Iberia Parish School Board for his involvement helping at-risk9
youth of Iberia Parish, and he and his wife, Renee, were named Distinguished Citizens by10
the Boy Scouts of America, Evangeline Council in 2004; and11
WHEREAS, in 2005, Mr. Haney was named as Public Official of the Year by the12
Louisiana Association of Social Workers and, in 2006, was named the Civic Citizen of the13
Year by the Greater Iberia Chamber of Commerce and was named by the St. Mary Parish14
Chamber of Commerce as the recipient of the Virginia-Tyler Guillotte Service Award; and15
WHEREAS, Mr. Haney was appointed by Governor Bobby Jindal to serve on the16
Drug Control and Violent Crime Policy Board and the Drug Policy Board in 2008; and17
WHEREAS, Mr. Haney was president of the Louisiana District Attorney Association18
for 2009 and is currently a member of both the Juvenile Justice Task Force and the19
Legislative Committee for the Louisiana District Attorney Association; and20
WHEREAS, Mr. Haney was a contributing author in the research article "Early21
Intervention Between Schools and Law Enforcement" published in Criminology and Public22
Policy in May 2012.23
THEREFORE, BE IT RESOLVED that the House of Representatives of the24
Legislature of Louisiana does hereby commend J. Phil Haney for his outstanding thirty-five25
years of public service, does hereby express its deepest gratitude for all of the significant26
contributions he has made in changing the landscape of Louisiana for the better, and does27
hereby extend best wishes during his retirement period for a fulfilling life as he starts this28

BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted1
to J. Phil Haney.2
