HOUSE RESOLUTION NO. 55
BY REPRESENTATIVE HARRISON
A RESOLUTION
To commend J. Phil Haney on his retirement and thirty-five years of public service.
WHEREAS, in 1971, Mr. Haney graduated from the University of Southwestern
Louisiana and entered the United States Army, where he served as a paralegal and criminal
investigator; and
WHEREAS, Mr. Haney entered Louisiana State University Law School following
his term in the Army; he received his Juris Doctor in 1976 and became a prosecutor with the
16th Judicial District Attorney's Office; and
WHEREAS, during his time with the District Attorney's Office, Mr. Haney has been
involved as a major felony and drug prosecutor and has prosecuted or supervised prosecution
of over 40,000 felony cases; he has traveled with the Louisiana State Police, United States
Customs, and the St. Martin Parish Sheriff's Office on narcotics investigations to Texas,
Alabama, Georgia, North Carolina, and South Carolina; and
WHEREAS, Mr. Haney has prepared and presented seminars on narcotic
investigations, asset seizure and forfeiture, and courtroom preparation for narcotic
investigators while acting as the chief drug prosecutor for the parishes of Iberia, St. Martin,
and St. Mary; and
WHEREAS, in 1980, Mr. Haney was appointed as administrator and chief prosecutor
for the District Attorney's Office in St. Martin Parish and, in 1999, he was elected as one of
only eight associate directors for the National District Attorneys Association representing
the assistant district attorneys throughout the United States; and
WHEREAS, Mr. Haney was elected District Attorney of the 16th Judicial District
on October 7, 2000, and was reelected without opposition in 2002 and 2008. He has served
as legal advisor to the St. Martin Parish Police Jury and numerous other public bodies; and ENROLLEDHR NO. 55

WHEREAS, Mr. Haney served as President of United Way of Iberia in 2006 and was
Campaign Chairman from 2001 to 2005; he is a member of the board of the Boys and Girls
Club of Acadiana, Iberia Parish, and served as Honorary Chairman for the Boys and Girls
Club of Acadiana Back-Our-Youth Campaign from 2001 to 2006; and
WHEREAS, in 2003, Mr. Haney was recognized as the first recipient of the Hero for
Youth Award given by the Iberia Parish School Board for his involvement helping at-risk
youth of Iberia Parish, and he and his wife, Renee, were named Distinguished Citizens by
the Boy Scouts of America, Evangeline Council in 2004; and
WHEREAS, in 2005, Mr. Haney was named as Public Official of the Year by the
Louisiana Association of Social Workers and, in 2006, was named the Civic Citizen of the
Year by the Greater Iberia Chamber of Commerce and was named by the St. Mary Parish
Chamber of Commerce as the recipient of the Virginia-Tyler Guillotte Service Award; and
WHEREAS, Mr. Haney was appointed by Governor Bobby Jindal to serve on the
Drug Control and Violent Crime Policy Board and the Drug Policy Board in 2008; and
WHEREAS, Mr. Haney was president of the Louisiana District Attorney Association
for 2009 and is currently a member of both the Juvenile Justice Task Force and the
Legislative Committee for the Louisiana District Attorney Association; and
WHEREAS, Mr. Haney was a contributing author in the research article "Early
Intervention Between Schools and Law Enforcement" published in Criminology and Public
Policy in May 2012.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend J. Phil Haney for his outstanding thirty-five
years of public service, does hereby express its deepest gratitude for all of the significant
contributions he has made in changing the landscape of Louisiana for the better, and does
hereby extend best wishes during his retirement period for a fulfilling life as he starts this
new chapter in his life.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to J. Phil Haney.
