HOUSE RESOLUTION NO. 66
BY REPRESENTATIVE FRANKLIN
TRAFFIC: Urges and requests the Department of Transportation and Development to
conduct a traffic study at the United States 171-Moeling Street intersection in
Calcasieu Parish
A RESOLUTION1
To urge and request the Department of Transportation and Development to conduct a traffic2
study at the intersection of United States Highway 171 North, known locally as3
Martin Luther King Highway, and Moeling Street in Calcasieu Parish.4
WHEREAS, Calcasieu Parish has been experiencing an increase in vehicular traffic5
at the intersection of United States Highway 171 North and Moeling Street; and6
WHEREAS, it is important that state and local governments protect the motoring7
public on all roads, particularly the roads and highways that experience high volumes of8
traffic; and9
WHEREAS, United States Highway 171 is a frequently traveled roadway in10
Calcasieu Parish that runs north to south and Moeling Street is a busy roadway that runs east11
to west; and12
WHEREAS, right before this intersection, there is an overpass at the intersection of13
United States Highway 171 and Interstate 10; and 14
WHEREAS, as soon as motorists cross over the overpass in the north bound lane15
they approach traffic in the right lane to exit onto Moeling Street; and16
WHEREAS, traffic attempting to exit United States Highway 171 onto Moeling17
Street in the north bound lane has become so static that it has caused several accidents with18
motorists who are crossing over the United States Highway 171 and Interstate 1019
intersection immediately approaching the Moeling Street exit; and20 HLS 14RS-2261	ORIGINAL

WHEREAS, the exit to get onto Moeling Street from United States Highway 1711
North has become so backed up that motorists are left no resort but to drive up to the next2
two exits and turn south to get back to Moeling Street; and3
WHEREAS, an additional exiting lane and turning lane may prove valuable in4
protecting lives and decreasing the accident rate at this intersection.5
THEREFORE, BE IT RESOLVED that the House of Representatives of the6
Legislature of Louisiana does hereby urge and request the Department of Transportation and7
Development to conduct a traffic study of the intersection of United States Highway 171,8
locally known as Martin Luther King Highway, and Moeling Street in Calcasieu Parish to9
determine the need for an additional exiting and turning lane.10
BE IT FURTHER RESOLVED that the Department of Transportation and11
Development shall report its findings to the House Committee on Transportation, Highways,12
and Public Works by February 1, 2015.13
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the14
secretary of the Department of Transportation and Development.15
