HOUSE RESOLUTION NO. 66

A RESOLUTION
To urge and request the Department of Transportation and Development to conduct a traffic
study at the intersection of United States Highway 171 North, known locally as
Martin Luther King Highway, and Moeling Street in Calcasieu Parish.
WHEREAS, Calcasieu Parish has been experiencing an increase in vehicular traffic
at the intersection of United States Highway 171 North and Moeling Street; and
WHEREAS, it is important that state and local governments protect the motoring
public on all roads, particularly the roads and highways that experience high volumes of
traffic; and
WHEREAS, United States Highway 171 is a frequently traveled roadway in
Calcasieu Parish that runs north to south and Moeling Street is a busy roadway that runs east
to west; and
WHEREAS, right before this intersection, there is an overpass at the intersection of
United States Highway 171 and Interstate 10; and
WHEREAS, as soon as motorists cross over the overpass in the north bound lane
they approach traffic in the right lane to exit onto Moeling Street; and
WHEREAS, traffic attempting to exit United States Highway 171 onto Moeling
Street in the north bound lane has become so static that it has caused several accidents with
motorists who are crossing over the United States Highway 171 and Interstate 10
intersection immediately approaching the Moeling Street exit; and
WHEREAS, the exit to get onto Moeling Street from United States Highway 171
North has become so backed up that motorists are left no resort but to drive up to the next
two exits and turn south to get back to Moeling Street; and
WHEREAS, an additional exiting lane and turning lane may prove valuable in
protecting lives and decreasing the accident rate at this intersection. ENROLLEDHR NO. 66

THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby urge and request the Department of Transportation and
Development to conduct a traffic study of the intersection of United States Highway 171,
locally known as Martin Luther King Highway, and Moeling Street in Calcasieu Parish to
determine the need for an additional exiting and turning lane.
BE IT FURTHER RESOLVED that the Department of Transportation and
Development shall report its findings to the House Committee on Transportation, Highways,
and Public Works by February 1, 2015.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Transportation and Development.
