AN ACT1
To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2
for the creation, issuance, and design of such license plates; to provide relative to the3
fee and distribution of such plates; to authorize the promulgation of rules and4
regulations relative to the creation and implementation of a special prestige license5
plate; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 47:463.165 is hereby enacted to read as follows:8
ยง463.165. Special prestige license plates; Louisiana Future Farmers of America9
Foundation, Inc.10
A. The secretary of the Department of Public Safety and Corrections11
shall establish a special prestige motor vehicle license plate for the Louisiana12
Future Farmers of America Foundation, Inc., provided there is a minimum of13
one thousand applicants for such plate. These license plates shall be restricted14
to use on passenger cars, pickup trucks, recreational vehicles, and vans.15
B. The secretary shall work in conjunction with the Louisiana Future16
Farmers of America Foundation, Inc. to select the color and design of the plate17
provided that it is in compliance with R.S. 47:463(A)(3).18
C. The prestige license plate shall be issued, upon application, to any19
citizen of Louisiana in the same manner as any other motor vehicle license plate.20
D. The department shall collect an annual royalty fee of twenty-five21
dollars for this special prestige license plate that shall be disbursed in22
accordance with Subsection E of this Section. This fee shall be in addition to the23
standard motor vehicle license tax imposed by Article VII, Section 5 of the24

Constitution of Louisiana, and a handling fee of three dollars and fifty cents for1
each plate to be retained by the department to offset a portion of administrative2
cost.3
E. The annual royalty fee shall be collected by the department and4
forwarded to the Louisiana Future Farmers of America Foundation, Inc. The5
monies received from the royalty fees shall be used solely to support the6
activities of the Louisiana Future Farmers of America Association.7
F. The secretary shall adopt rules and regulations as are necessary to8
implement the provisions of this Section.9
