BY SENATOR MILLS 
MOTOR VEHICLES. Authorize university logo to be placed on a driver's license or
identification card issued by the office of motor vehicles. (1/1/15)
AN ACT1
To enact R.S. 32:412(M) and R.S. 40:1321(M), relative to drivers' licenses and special2
identification cards; to provide for the exhibition of the logo of any Louisiana3
university on a driver's license and special identification card; to authorize collection4
of a university logo fee, if any, as established by any Louisiana university for the use5
and display of its logo; to provide for the disbursement of such logo fees collected6
to the foundation of such universities; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 32:412(M) is hereby enacted to read as follows:9
§412. Amount of fees; credit or refund; duration of license; veteran designation;10
university logo; "I'm a Cajun" designation; disbursement of funds;11
renewal by mail or electronic commerce of Class "D" or "E" drivers'12
licenses; disposition of certain fees; exception13

M.(1) Upon request and payment of a university logo fee, if any, as15
established by any Louisiana university for the use and display of its logo, the16
logo of any such university shall be exhibited in color on the driver's license17 SB NO. 138

regardless of its class. The deputy secretary of the Department of Public Safety1
and Corrections, public safety services, shall comply with the provisions of this2
Subsection.3
(2) The department shall collect such university logo fee, if any, which4
fee shall be disbursed in accordance with Paragraph (3) of this Subsection. This5
university logo fee shall be in addition to the payment of any other driver's6
license fee.7
(3) Any monies received from such university logo fees shall be disbursed8
quarterly by the department to the foundation of the university.9
(4) The deputy secretary of the Department of Public Safety and10
Corrections, public safety services, shall establish such rules and regulations as11
are necessary to implement the provisions of this Subsection.12
(5) Any implementation costs shall be incurred by the foundation of the13
university participating in the university logo program.14
Section 2.  R.S. 40:1321(M) is hereby enacted to read as follows:15
§1321. Special identification cards; issuance; veteran designation; university logo;16
"I'm a Cajun" designation; fees; expiration and renewal; exceptions;17
promulgation of rules; promotion of use; persons less than twenty-18
one years of age; the Protect and Save our Children Program;19

of any such state university shall be exhibited in color on the special24
identification card. The deputy secretary of the Department of Public Safety25

Section 3.  This Act shall become effective on January 1, 2015.10

Proposed law provides for exhibition of any Louisiana university's logo in color on a driver's
license or identification card, upon request and payment of a university logo fee, if any,
established by such university for the use and display of its logo.
Proposed law provides for collection of such university logo fees by the Department of
Public Safety and Corrections (DPSC) and quarterly disbursement of monies collected to the
foundation of such universities.
Proposed law requires the DPSC to establish rules and regulations as necessary for
implementation.
Proposed law requires participating university foundation to pay implementation costs.
Effective January 1, 2015.
