EDUCATION ACCOUNTABILITY. Provides relative to the La. Competency-Based
Education Program and La. Educational Assessment Program (LEAP) tests. (gov sig)
AN ACT1
To amend and reenact R.S. 17:24.4(F)(1)(a) and (c), relative to the Louisiana Competency-2
Based Education Program; to provide relative to state content standards and related3
assessments; to provide relative to the implementation and administration of4
Louisiana Educational Assessment Program tests; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 17:24.4(F)(1)(a) and (c) are hereby amended and reenacted to read7
as follows:8

required subjects; Louisiana Educational Assessment Program; parish10

science, and social studies shall be based on state content standards that represent1
the knowledge and skills needed for students to successfully transition to2
postsecondary education and the workplace and rigorous student achievement3
standards set with reference to test scores of students of the same grade level4
nationally. The assessments shall be implemented by the State Board of Elementary5
and Secondary Education. Such tests state Department of Education and shall be6
administered, at a minimum, in grades three through eleven.7

Section 2. This Act shall become effective upon signature by the governor or, if not9
signed by the governor, upon expiration of the time for bills to become law without signature10
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If11
vetoed by the governor and subsequently approved by the legislature, this Act shall become12
effective on the day following such approval.13

Appel (SB 171)
Present law provides for the La. Competency-Based Education Program, including the
implementation of statewide content standards for required subjects and the La. Educational
Assessment Program (LEAP). Requires standards-based assessments for required subjects
(English language arts, math, science, and social studies) to be implemented by the State
Board of Elementary and Secondary Education (BESE) and administered in at least grades
3 through 11. Provides that such assessments be based on state content standards and
rigorous student achievement standards comparable to national student achievement levels.
Proposed law retains present law provisions with regard to implementation of LEAP tests
and further specifies that state content standards shall represent the knowledge and skills
needed for students to successfully transition to postsecondary education and the workplace.
Proposed law provides for implementation of the standards-based assessments by the Dept.
of Education instead of BESE.
Effective upon signature of the governor or lapse of time for gubernatorial action.
