LOCAL AGENCIES. Constitutional Amendment to require a minimum turnout of 20% of
voters to approve a political subdivision or special district proposition to incur or assume
debt, issue bonds, or levy a tax. (2/3 - CA13s1(A)) (1/1/15)
A JOINT RESOLUTION1
Proposing to enact Article VI, Section 30(C) of the Constitution of Louisiana, relative to2
certain elections; to require that the total number of persons voting in certain3
elections shall constitute not less than a certain percentage of the number of voters4
in order for the proposition to be approved; and to specify an election for submission5
of the proposition to electors and provide a ballot proposition.6
Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members7
elected to each house concurring, that there shall be submitted to the electors of the state, for8
their approval or rejection in the manner provided by law, a proposal to add Article VI,9
Section 30(C) of the Constitution of Louisiana, to read as follows:10

(C) Whenever a proposition to incur or assume debt, issue bonds, or levy13
a tax is required by this Article or other law to be approved by a majority of the14
electors voting thereon, in order for the proposition to be considered approved,15
the total number of persons voting in such an election shall constitute not less16
than twenty percent of the number of voters on the official or active list of17 SB NO. 200

voters on all the precinct registers and any supplements thereto for all the1
precincts in which the election is held.2
Section 2. Be it further resolved that this proposed amendment shall be submitted3
to the electors of the state of Louisiana at the statewide election to be held on November 4,4
2014.5
Section 3. Be it further resolved that this proposed amendment shall become6
effective on January 1, 2015.7
Section 4. Be it further resolved that on the official ballot to be used at said election8
there shall be printed a proposition, upon which the electors of the state shall be permitted9
to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as10
follows:11
Do you support an amendment to require the total number of persons voting12
in an election to approve propositions to incur or assume debt, issue bonds,13
or levy taxes by political subdivisions or special districts to be not less than14
twenty percent of the number of voters on the official or active registration15
list of voters in order for the proposition to be considered approved?16

Present Constitution (Article VI) requires certain propositions to incur or assume debt, issue
bonds, or levy taxes by political subdivisions or special districts to be approved by a majority
of the electors voting thereon.
Proposed constitutional amendment requires the total number of persons voting in an
election to approve such propositions under Article VI or other law to constitute not less than
20% of the number of voters on the official or active list of voters on all the precinct
registers and any supplements thereto for all the precincts in which the election is held.
Specifies submission of the amendment to the voters at the statewide election to be held on
Nov. 4, 2014.
Effective January 1, 2015.
