AN ACT1
To amend and reenact R.S. 18:1491.7(D), 1495.5(D), and 1511.3(A), to enact R.S.2
42:1134(A)(3), and to repeal R.S. 18:1511.2(A)(5), relative to the Supervisory3
Committee on Campaign Finance and the Board of Ethics; to provide for the4
approval of forms and reports by the Senate Committee on Senate and Governmental5
Affairs and the House Committee on House and Governmental Affairs; and to6
provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 18:1491.7(D), 1495.5(D), and 1511.3(A) are hereby amended and9
reenacted to read as follows: 10

§1511.3.  Filing of reports; forms; notice23
A.(1) All reports required by this Chapter shall be filed with the supervisory24
committee as otherwise provided in this Chapter on forms provided by the25

supervisory committee. The supervisory committee shall prepare forms for all1
reports required by this Chapter in conformity with the requirements of this Chapter2
and shall cause such forms to be printed and sufficient copies thereof furnished to3
the clerks of court and in Orleans Parish to the clerk of the criminal district court,4
who shall make them available to all persons required to file reports under the5
provisions of this Chapter. All forms shall contain instructions directing the person6
filing with whom to file reports. It is the intent of the legislature that the supervisory7
committee shall provide forms in a simple format in conformity with the8
requirements of this Chapter.9
(2) Notwithstanding the provisions of R.S. 42:1134(A)(1) or the10
Administrative Procedure Act, all forms required by this Chapter and all11
instructions and explanation for the completion of such forms prepared by the12
supervisory committee shall be submitted to the Senate Committee on  Senate13
and Governmental Affairs and the House Committee on House and14
Governmental Affairs for review and approval.  The approval of each legislative15
committee shall be required prior to the utilization of a form or related16
instructions or explanation pursuant to this Chapter. Upon receipt of a17
proposed form, instructions, or explanation, the legislative committees shall18
meet, either separately or jointly, within sixty days to consider and act on the19
proposed form, instructions, or explanation.  Approval by either legislative20
committee, meeting separately, shall require a favorable vote of a majority of21
the members present and voting, a quorum of the legislative committee being22
present. Approval by the two legislative committees, meeting jointly, shall23
require a favorable vote of a majority of the members of each legislative24
committee present and voting, each house voting separately, a quorum of the25
joint legislative committee being present. If the proposed form, instructions, or26
explanation fails to receive the approval of both legislative committees within27
sixty days after submission by the supervisory committee, the proposed form,28
instructions, or explanation shall be withdrawn from consideration.29

Section 2. R.S. 42:1134(A)(3) is hereby enacted to read as follows: 1
§1134.  Powers, duties, and responsibilities of the board2

(3) Notwithstanding the provisions of Paragraph (1) of this Subsection5
or the Administrative Procedure Act, all forms required by R.S. 42:1124,6
1124.2, 1124.2.1, 1124.3, and 1124.5 shall be prepared and prescribed by the7
Board of Ethics as provided in this Paragraph. The board shall submit all such8
proposed forms to the Senate Committee on Senate and Governmental Affairs9
and the House Committee on House and Governmental Affairs for review and10
approval. The approval of each legislative committee shall be required prior11
to the utilization of a form to satisfy the requirements of R.S. 42:1124, 1124.2,12
1124.2.1, 1124.3, or 1124.5. Upon receipt of a proposed form, the legislative13
committees shall meet, either separately or jointly, within sixty days to consider14
and act on the proposed form.  Approval by either legislative committee,15
meeting separately, shall require a favorable vote of a majority of the members16
present and voting, a quorum of the legislative committee being present.17

Section 3.  R.S. 18:1511.2(A)(5) is hereby repealed in its entirety.26
Section 4. All forms, instructions, and explanations promulgated or27
prescribed by the Board of Ethics or the Supervisory Committee on Campaign28
Finance Disclosure prior to the effective date of this Act shall remain in effect until29

prepares or prescribes new forms, instructions, or explanations and such forms,1
instructions, and explanations receive approval in accordance with the provisions of2
this Act.3
