AN ACT1
To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2
for the creation, issuance, and design of such license plates; to provide relative to the3
fee and distribution of such plates; to authorize the promulgation of rules and4
regulations relative to the creation and implementation of a special prestige license5
plate; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 47:463.165 is hereby enacted to read as follows:8
ยง463.165.  Special prestige license plates; Multiple Sclerosis9
A. The secretary of the Department of Public Safety and Corrections10
shall establish a special prestige motor vehicle license plate for the National11
Multiple Sclerosis Society, provided there is a minimum of one thousand12
applicants for such plate. These license plates shall be restricted to use on13
passenger cars, pickup trucks, recreational vehicles, and vans.14
B. The secretary shall work in conjunction with the National Multiple15
Sclerosis Society to select the color and design of the plate, provided that it is in16
compliance with R.S. 47:463(A)(3).17
C. The prestige license plate shall be issued, upon application, to any18
citizen of Louisiana in the same manner as any other motor vehicle license plate.19
D. The department shall collect an annual royalty fee of twenty-five20
dollars for this special prestige license plate that shall be disbursed in21
accordance with Subsection E of this Section. This fee shall be in addition to the22
standard motor vehicle license tax imposed by Article VII, Section 5 of the23
Constitution of Louisiana, and a handling fee of three dollars and fifty cents for24
each plate to be retained by the department to offset a portion of administrative25
cost.26

E. The annual royalty fee shall be collected by the department and1
forwarded to the National Multiple Sclerosis Society. The monies received from2
the royalty fees shall be used solely for the support of programs and research3
administered by the National Multiple Sclerosis Society.4
F. The secretary shall adopt rules and regulations as are necessary to5
implement the provisions of this Section.6
