SENATE BILL NO. 368

AN ACT1
To amend and reenact R.S. 33:4702(B)(1), (2)(f), (3)(a), (4)(a), and (C)(1), and to repeal2
R.S. 33:4702(B)(2)(j) and (k), relative to the city of New Orleans; to provide relative3
to the New Orleans Regional Business Park; to provide relative to the board of4
commissioners of the district; to provide relative to the membership of the board; to5
provide relative to the appointment and terms of board members; to require all board6
members and directors to be residents of the city of New Orleans; to provide for an7
effective date; and to provide for related matters.8
Notice of intention to introduce this Act has been published.9
Be it enacted by the Legislature of Louisiana:10
Section 1. R.S. 33:4702(B)(1), (2)(f), (3)(a), (4)(a), and (C)(1) are hereby amended11
and reenacted to read as follows:12
ยง4702.  Board of commissioners; appointment and term; organization13

B.(1) In order to provide for the orderly planning, development, acquisition,15
construction, and effectuation of the services, projects, improvements, and facilities16
to be provided or furnished by the district, and to provide for the representation in17
the affairs of the district of those persons and interests immediately concerned with18
and affected by the functions, operation, purposes, and developments of the district,19
the New Orleans Regional Business Park shall be managed by a board of20
commissioners comprised of qualified voters and Louisiana residents of the city of21
New Orleans.22
(2) The board shall be composed of thirteen members who shall be appointed23
as follows:24

as follows: one member shall be appointed from a list of three names submitted by1
the Vietnamese Initiatives in Economic Training, one member shall be appointed2
from a list of three names submitted by the East New Orleans Neighborhood3
Advisory Commission, and one member shall be appointed from a list of three names4
submitted by the board of commissioners for the Almonaster-Michoud Industrial5
District New Orleans Regional Black Chamber of Commerce, one member shall6
be appointed from a list of three names submitted by the board of7
commissioners for the Port of New Orleans, and one member shall be appointed8
from a list of three names submitted by The Greater New Orleans American9
Federation of Labor and Congress of Industrial Organizations.10

(3)(a) Except for the ex officio board member serving pursuant to12
Subparagraph (2)(j) of this Subsection, each Each board member shall serve a term13
of two years.14

(4)(a) A majority of the Five members of the board shall constitute a quorum16
for the transaction of business. The board shall keep minutes of all regular and17
special meetings and shall make them available to the public in conformance with18
law.19

C.(1) The board of commissioners shall elect from its members a chairman,21
a vice chairman, a secretary-treasurer and such other officers as it may deem22
necessary at its first meeting; the chairman shall serve at the pleasure of the board.23
The board of commissioners may also select one person as executive director; three24
people as directors to be in charge of marketing, operations, and finance respectively,25
who shall not be members of the board, but who shall be qualified voters and26
Louisiana residents of the city of New Orleans.27

Section 2.  R.S. 33:4702(B)(2)(j) and (k) are hereby repealed in their entirety.29

effective date of this Act shall terminate on the effective date of this Act.  Each appointing1
authority shall make his respective appointment to the board of commissioners of the New2
Orleans Regional Business Park no later than September 15, 2014.3
Section 4.  This Act shall become effective on August 15, 2014. 4
