SENATE BILL NO. 405

EDUCATION ACCOUNTABILITY. Provides relative to the La. Competency-Based
Education Program. (8/1/14)
AN ACT1
To amend and reenact R.S. 17:24.4(F)(1)(a), relative to the Louisiana Competency-Based2
Education Program; to provide for the Louisiana Education Assessment Program;3
to require that assessments are aligned with state content standards; to provide for4
review of the assessments; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 17:24.4(F)(1)(a) is hereby amended and reenacted to read as follows:7
ยง24.4. Louisiana Competency-Based Education Program; statewide standards for8
required subjects; Louisiana Educational Assessment Program; parish9
or city school board comprehensive pupil progression plans; waivers10

F.(1)(a) The Department of Education shall begin implementation of a12
Louisiana Educational Assessment Program with the approval of the State Board of13
Elementary and Secondary Education.  	The board shall ensure that any new14
assessments used in such program are aligned with approved state content15
standards and have been reviewed by education stakeholders in Louisiana,16
including but not limited to educators, principals, and superintendents.17 SB NO. 405

Walsworth (SB 405)
Present law requires the Department of Education (DOE) to begin implementation of a
Louisiana Educational Assessment Program (LEAP) with the approval of BESE. 
Proposed law retains present law and further requires BESE to ensure that any new
assessments used in LEAP are aligned with approved state content standards and have been
reviewed by education stakeholders in Louisiana, including but not limited to educators,
principals, and superintendents.
Effective August 1, 2014.
