[R.S. 1:13(B) and 24:177(E)] Appel SB No. 62 Proposed law provides for a La. common application for public colleges and universities as follows: (1)Requires the Board of Regents, in collaboration with the public postsecondary education management boards, to provide for the development and implementation of a common application for La. residents and nonresidents to apply to any public college and university in the state. (2)Specifies that when developing the implementation plan for the common application, consideration shall be given to best practices for successful implementation, implementation costs, development and maintenance of a website to facilitate the common application process, and the duties and responsibilities of the Board of Regents and the postsecondary education systems and institutions. (3)Provides that independent colleges and universities that are members of the La. Assoc. of Independent Colleges and Universities may use the La. common application. (4)Requires public colleges and universities to accept the La. common application. (5)Provides that a student may complete the application one time and submit to as many institutions as he wishes to apply. (6)Provides that applications may be submitted electronically or in a paper format, as specified by the postsecondary institution. (7)Authorizes public colleges and universities to impose customary application fees and to separately collect such supplemental documentation and information as necessary to evaluate a student's application. Provides that if a student uses the "Common Application" developed and administered by the not-for-profit membership organization, The Common Application, Inc., a public college and university may accept such application in lieu of the La. common application. Provides that the La. common application shall be fully implemented and available to students applying for admission for the 2016-2017 academic year. Provides that proposed law shall not apply to graduate or professional schools or degree programs. Effective upon signature of governor or lapse of time for gubernatorial action.
