Regular Session, 2014 ENROLLED SENATE BILL NO. 62 BY SENATOR APPEL AN ACT1 To enact R.S. 17:3138, relative to public postsecondary education; to provide for the2 development and implementation of a common application for admission to public3 institutions of postsecondary education in Louisiana; to authorize use of the common4 application by certain independent colleges and universities; to provide relative to5 application fees; to authorize collection of ancillary information; to provide for an6 implementation date; and to provide for related matters.7 Be it enacted by the Legislature of Louisiana:8 Section 1. R.S. 17:3138 is hereby enacted to read as follows:9 ยง3138. Louisiana common application; development; implementation10 A.(1)(a) The Board of Regents, in collaboration with the public11 postsecondary education management boards, the chairman of the Senate12 Committee on Education or his designee, and the chairman of the House13 Committee on Education or his designee, shall provide for the development and14 implementation of a common application whereby Louisiana residents and15 nonresidents may apply to any public college and university in the state.16 (b) When developing the implementation plan for the common17 application, consideration shall be given to best practices for successful18 implementation, implementation costs, development and maintenance of a19 website to facilitate the common application process, and the duties and20 responsibilities of the Board of Regents and the postsecondary education21 systems and institutions.22 (2) Regionally accredited independent colleges and universities that are23 members of the Louisiana Association of Independent Colleges and Universities24 may also utilize the Louisiana common application.25 B. Applications may be submitted electronically1 or in a paper format, as specified by the individual postsecondary institution.2 C. Each public college and university may impose such application fees3 as authorized by law and may separately collect such supplemental4 documentation and information as it deems necessary to properly evaluate the5 student's application.6 D. Notwithstanding the provisions of Subsection B of this Section, if a7 student chooses to utilize the "Common Application" developed and8 administered by the not-for-profit membership organization, The Common9 Application, Inc., a public college or university may accept such application in10 lieu of the Louisiana common application required by this Section.11 E. The Louisiana common application shall be fully implemented and12 available to students applying for admission for the 2016-2017 academic year.13 F. The provisions of this Section shall not apply to graduate or14 professional schools or degree programs.15 Section 2. This Act shall become effective upon signature by the governor or, if not16 signed by the governor, upon expiration of the time for bills to become law without signature17 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.
