AGRICULTURAL COMMODITIES. Provides relative to the collection of assessments on
seed rice. (8/1/14)
AN ACT1
To amend and reenact R.S. 3:3534(E), relative to collection of the assessment on seed rice;2
to authorize the commissioner to collect assessments from producers of seed rice;3
and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 3:3534(E) is hereby amended and reenacted to read as follows:6
ยง3534. Levy of assessment; referendum, collection, and enforcement; records;7
refunds; transfer of funds8

E. Collection and enforcement. The assessment levied by this Chapter shall10
be collected by the commissioner. On rice sold by the producer, collection shall be11
from the buyer of the rice at the first point of sale only. On rice put under loan or12
purchased by the Commodity Credit Corporation and delivered to the Commodity13
Credit Corporation, collection shall be from the producer, or from the Commodity14
Credit Corporation on the producer's behalf. On seed rice, collection shall be from15
the handler performing the cleaning or the producer.16

Present law requires the commissioner of agriculture to collect assessments on seed rice
from the handler performing the cleaning of the seed rice.
Proposed law requires the commissioner to collect assessments on seed rice from the
producer of the seed rice or from the handler performing the cleaning of the seed rice.
Effective August 1, 2014.
