FARMING.  Provides relative to turtle farmer license requirements. (gov sig)
AN ACT1
To enact R.S. 3:2358.5(5), relative to turtle farmer license requirements; to require a three2
year apprenticeship before licensure; to authorize the commissioner of agriculture3
to adopt rules and regulations; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 3:2358.5(5) is hereby enacted to read as follows: 6
ยง2358.5. Requirements for licensure7
A turtle farmer license shall be issued only upon meeting the following8
requirements:9

(5) The applicant must complete a three year apprenticeship working11
with and under the supervision of a turtle farmer duly licensed in the state of12
Louisiana. The commissioner shall adopt rules and regulations regarding the13
apprenticeship requirement.14 SB NO. 631

Section 2. This Act shall become effective upon signature by the governor or, if not1
signed by the governor, upon expiration of the time for bills to become law without signature2
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If3
vetoed by the governor and subsequently approved by the legislature, this Act shall become4
effective on the day following such approval.5

Present law (R.S. 3:2358.5) requires that a turtle farmer license shall be issued only upon
meeting the following requirements:
(1) Each person applying for a turtle farmer license must complete a written application
as provided by the commissioner of agriculture.
(2)An application fee, to be established by the commissioner by rule and not to exceed
$250, must accompany each application. 
(3)The applicant must have all necessary equipment and materials for implementation
of sanitization or other procedures as may be required by the commissioner.  The
commissioner may provide for on-site inspection of such arrangements before the
issuance of the license.
(4)The applicant must comply with any other requirements which may have been
adopted by rules and regulations.
Proposed law retains present law and adds a requirement that applicants must complete a
three year apprenticeship working with and under a turtle farmer duly licensed in Louisiana.
Proposed law requires the commissioner to adopt rules and regulations regarding the
apprenticeship requirement. 
Effective upon signature of the governor or lapse of time for gubernatorial action.
