COSMETOLOGY. Provides relative to the Louisiana State Board of Cosmetology. (8/1/14)
AN ACT1
To amend and reenact R.S. 37:571(A) and 595(B), (C), and (D), relative to the Louisiana2
State Board of Cosmetology; to provide for requirements of registered cosmetology3
schools; to provide for certain terms, conditions, and procedures; and to provide for4
related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 37:571(A) and 595(B), (C), and (D) are hereby amended and7
reenacted to read as follows:8
PART II. LOUISIANA STATE BOARD OF COSMETOLOGY9
§571. Louisiana State Board of Cosmetology; creation; domicile; membership10
A. The Louisiana State Board of Cosmetology is hereby created and shall be11
domiciled in East Baton Rouge Parish.12

B. All registered cosmetology schools shall do may offer one or more of the16

(1) Offer a course of practical training and technical instruction extending1
over a period of not less than nine consecutive months and including not less than2
fifteen hundred hours for the basic course of cosmetology leading to a cosmetology3
certificate. The course of study shall include lectures, discussion, instructions, and4
mechanical application.5
(2) Offer a course of practical training and technical instruction extending6
over a period of not less than three consecutive months and including not less than7
seven hundred fifty hours for the basic course of esthetics leading to an esthetics8
certificate. This course of study shall include lectures, discussion, instructions, and9
mechanical application and shall include not less than three hundred hours of10
practical application and lecture and not less than two hundred hours of library study11
or research. The remaining hours may be made up of any combination of the above.12
(3) Provide for a period of continuing study in esthetics, including a course13
of not less than six weeks duration and containing not less than two hundred hours14
of study.15
(4) Offer a course of practical training and technical instruction extending16
over a period of not less than three consecutive months and including not less than17
five hundred hours for the basic course of manicuring leading to a manicuring18
certificate. This course of study shall include lectures, discussion, instructions, and19
mechanical application and shall include not less than three hundred hours of20
practical application and lecture and not less than two hundred hours of library study21
or research.22
(5) Provide for a period of continuing study in manicuring, including a course23
of not less than six weeks duration and containing not less than two hundred hours24
of study.25
C. (6) Any registered cosmetology school may offer a A "brush up" course,26
which shall last of not less than six weeks and contain not less than two hundred27
hours of study.28

hours, if the school is not a postsecondary school.1
(8) Offer a course of instruction leading to an instructor certificate, if2
the school is a postsecondary school.3
D. C. A student who has studied at a school licensed or registered by another4
state, territory, foreign country, or province, or another registered school within the5
state of Louisiana may transfer hours carried within the preceding three years, if6
approved by the enrolling school.7
D. Each year any school registered by the board providing8
postsecondary courses shall submit to the board, in manner prescribed by the9
board, the following documentation showing:10
(1) Each student enrolled is a high school graduate or has the equivalent11
of a high school diploma.12
(2) The school is accredited by a national accrediting agency recognized13
by the board.14
(3) Any additional information as may be required by the board to meet15
requirements of the United States Department of Education for postsecondary16
school including but not limited to 34 C.F.R. 600.9.17

Present law provides relative to the La. State Board of Cosmetology.
Present law requires all registered cosmetology schools to do the following:
(1)Offer a course of practical training and technical instruction extending over a period
of not less than nine consecutive months and including not less than1,500 hours for
the basic course of cosmetology. The course of study shall include lectures,
discussion, instructions, and mechanical application.
(2)Offer a course of practical training and technical instruction extending over a period
of not less than three consecutive months and including not less than 750 hours for
the basic course of esthetics. This course of study shall include lectures, discussion,
instructions, and mechanical application and shall include not less than 300 hours of
practical application and lecture and not less than 200 hours of library study or
research. The remaining hours may be made up of any combination of the above.

(4)Offer a course of practical training and technical instruction extending over a period
of not less than three consecutive months and including not less than 500 hours for
the basic course of manicuring. This course of study shall include lectures,
discussion, instructions, and mechanical application and shall include not less than
300 hours of practical application and lecture and not less than 200 hours of library
study or research.
(5)Provide for a period of continuing study in manicuring, including a course of not less
than six weeks duration and containing not less than 200 hours of study.
Proposed law changes present law to authorize all registered cosmetology schools to do the
following:
(1)Offer a course of practical training and technical instruction extending over a period
of not less than nine consecutive months and including not less than 1,500 hours for
the basic course of cosmetology leading to a cosmetology certificate. The course of
study shall include lectures, discussion, instructions, and mechanical application.
(2)Offer a course of practical training and technical instruction extending over a period
of not less than three consecutive months and including not less than 750 hours for
the basic course of esthetics leading to an esthetics certificate. This course of study
shall include lectures, discussion, instructions, and mechanical application and shall
include not less than 300 hours of practical application and lecture and not less than

than six weeks duration and containing not less than 200 hours of study.

(5)Provide for a period of continuing study in manicuring, including a course of not less

(6)A "brush up" course, of not less than six weeks and not less than 200 hours of study.
(7)A cosmetology theory course that is not more than 250 hours, if the school is not a
postsecondary school.
(8)Offer a course of instruction leading to an instructor certificate, if the school is a
postsecondary school.
Present law provides that a student who has studied at a school licensed or registered by
another state, territory, foreign country, or province, or another registered school within the
state of La. may transfer hours carried within the preceding three years, if approved by the
enrolling school.
Proposed law retains present law.
Proposed law provides that each year any school registered by the board providing
postsecondary courses shall submit to the board in manner prescribed by the board the SB NO. 637
