SENATE BILL NO. 637
BY SENATOR WHITE AND REPRESENTATIVE COX 
AN ACT1
To amend and reenact R.S. 37:571(A) and 595(B), (C), and (D), and to enact R.S. 37:594.1,2
relative to the Louisiana State Board of Cosmetology; to provide for requirements3
of registered cosmetology schools; to provide for requirements of postsecondary4
schools; to provide for individuals seeking licensure by reciprocity; to provide for5
certain terms, conditions, and procedures; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 37:571(A) and 595(B), (C), and (D) are hereby amended and8
reenacted and R.S. 37:594.1 is hereby enacted to read as follows:9
PART II. LOUISIANA STATE BOARD OF COSMETOLOGY10
§571.  Louisiana State Board of Cosmetology; creation; domicile; membership11
A. The Louisiana State Board of Cosmetology is hereby created and shall be12
domiciled in East Baton Rouge Parish.13

§594.1.  Postsecondary schools15
The board is authorized to license by name any registered cosmetology16
school as an educational institution authorized to operate educational programs17
beyond postsecondary education provided the school meets the following18
requirements:19
(1) The school enrolls as students only individuals who have earned a20
high school diploma from an approved high school, a general equivalency21
diploma, or education equivalent of a diploma from an approved high school.22
(2) The school adopts and discloses in writing to each student a23
complaint process approved by the board which includes notice of the following:24

(b) The board shall refer violations of criminal laws to law enforcement2
officials pursuant to R.S. 37:575(A)(16).3
(c)  The board shall refer violations of consumer protection laws to the4
Louisiana Attorney General.5
(d) The mailing address, telephone number and website address of the6
board.7
(3) The school is approved by the board to offer one or more courses8
leading to a certificate sufficient to apply for licensure as a cosmetologist,9
esthetician, or manicurist.10
§595.  Requirements for schools11

B. All registered cosmetology schools 	shall do may offer one or more of13
the following courses, and postsecondary schools shall offer one or more of the14
following courses only as a postsecondary educational program:15
(1)  Offer a A course of practical training and technical instruction extending16
over a period of not less than nine consecutive months and including not less than17
fifteen hundred hours for the basic course of cosmetology leading to a cosmetology18
certificate sufficient to apply for licensure as a cosmetologist. The course of study19
shall include lectures, discussion, instructions, and mechanical application.20
(2)  Offer a A course of practical training and technical instruction extending21
over a period of not less than three consecutive months and including not less than22
seven hundred fifty hours for the basic course of esthetics leading to an esthetics23
certificate sufficient to apply for licensure as an esthetician. This course of study24
shall include lectures, discussion, instructions, and mechanical application and shall25
include not less than three hundred hours of practical application and lecture and not26
less than two hundred hours of library study or research. The remaining hours may27
be made up of any combination of the above.28
(3)  Provide for a A period of continuing study in esthetics, including a29

hours of study.1
(4)  Offer a A course of practical training and technical instruction extending2
over a period of not less than three consecutive months and including not less than3
five hundred hours for the basic course of manicuring leading to a manicuring4
certificate sufficient to apply for licensure as a manicurist. This course of study5
shall include lectures, discussion, instructions, and mechanical application and shall6
include not less than three hundred hours of practical application and lecture and not7
less than two hundred hours of library study or research.8
(5)  Provide for a A period of continuing study in manicuring, including a9
course of not less than six weeks duration and containing not less than two hundred10
hours of study.11
C.(6) Any registered cosmetology school may offer a A "brush up" course,12
which shall last of not less than six weeks and contain not less than two hundred13
hours of study for any course of study offered by the school.14
(7) A cosmetology course that is not less than two hundred fifty hours,15
for individuals seeking reciprocity from a jurisdiction that does not meet the16
requirements for licensure in Louisiana.17
(8) A course of instruction leading to an instructor certificate, if the18
school is a postsecondary school.19
D.C. A student who has studied at a school licensed or registered by another20
state, territory, foreign country, or province, or another registered school within the21
state of Louisiana may transfer hours carried within the preceding three years, if22
approved by the enrolling school.23
D. Each year, any school licensed pursuant to R.S. 37:594.1 shall submit24
to the board, in a manner prescribed by the board, the following documentation25
showing:26
(1) Each student enrolled is a high school graduate or has the equivalent27
of a high school diploma.28
(2) The school is accredited by a national accrediting agency recognized29

(3) Any additional information as may be required by the board to meet1
requirements of the United States Department of Education for a postsecondary2
school including but not limited to 34 C.F.R. 600.9.3
Section 2. The provisions of this Act shall not apply to schools that do not provide4
federal financial assistance to its students and do not require a high school diploma or the5
passage of a high school equivalency exam for admission.6
Section 3. The provisions of this Act shall not apply to schools that are not7
accredited and do not provide federal financial assistance to its students.8
