Regular Session, 2014 SENATE BILL NO. 670 BY SENATOR THOMPSON LOCAL AGENCIES. Provides relative to the membership of certain hospital service districts. (8/1/14) AN ACT1 To enact R.S. 46:1053(FF), relative to certain hospital service districts; to provide for2 appointments of board members; to provide for qualification of members; and to provide for3 related matters.4 Be it enacted by the Legislature of Louisiana:5 Section 1. R.S. 46:1053(FF) is hereby enacted to read as follows: 6 ยง1053. Commission; qualification of members; appointment; vacancies;7 compensation; removal of commissioners; certain powers8 * * *9 FF.(1) In any parish with a population in excess of twelve thousand but10 not more than thirteen thousand five hundred based on the latest federal11 decennial census, a hospital service district shall be governed by a board of12 commissioners appointed by the governing authority of the parish as follows:13 (a) Two members shall be employed in the banking industry and reside14 in the district.15 (b) One member shall be a practicing physician who resides in the16 district.17 SB NO. 670 SLS 14RS-1703 ORIGINAL Page 2 of 2 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. (c) One member shall be a practicing attorney who resides in the district.1 (d) One member shall be an educator who resides in the district.2 (2) Any vacancy shall be filled by appointment by the governing3 authority of the parish. DIGEST Thompson (SB 670) Present law provides that any hospital service district formed or created by law shall be governed by a board of five commissioners, who shall be qualified voters and residents of the district. Proposed law retains present law and provides that in any parish with a population in excess of 12,000 but not more than 13,500 based on the latest federal decennial census, a hospital service district shall be governed by a board of commissioners appointed by the governing authority of the parish as follows: (1)Two members shall be employed in the banking industry and reside in the district. (2)One member shall be a practicing physician who resides in the district. (3)One member shall be a practicing attorney who resides in the district. (4)One member shall be an educator who resides in the district. Proposed law further provides that any vacancy shall be filled by appointment by the governing authority of the parish.
