HEALTH CARE. Constitutional amendment to require the state to provide the opportunity
to a legal resident, employed for the previous calendar year for at least one thousand hours,
and whose income is below one hundred percent of the federal poverty level to participate
in a state program that provides health insurance with essential benefits. (2/3-CA13s1(A))
A JOINT RESOLUTION1
Proposing to add Article I, Section 28 of the Constitution of Louisiana, relative to health2
insurance; to require the state provide the opportunity for certain residents to receive3
health insurance; and to specify an election for submission of the proposition to4
electors and provide a ballot proposition.5
Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members6
elected to each house concurring, that there shall be submitted to the electors of the state, for7
their approval or rejection in the manner provided by law, a proposal to add Article I,8
Section 28 of the Constitution of Louisiana, to read as follows:9

Section 28. Every person who is a legal resident of this state, was11
employed for the previous calendar year for at least one thousand hours, and12
whose income is below one hundred percent of the federal poverty level shall be13
provided the opportunity by the state to participate in a state program that14
provides health insurance with essential health benefits, as provided by federal15
law, with qualifications for such health insurance verified on an annual basis.16

to the electors of the state of Louisiana at the statewide election to be held on November 4,1
2014.2
Section 3. Be it further resolved that on the official ballot to be used at said election3
there shall be printed a proposition, upon which the electors of the state shall be permitted4
to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as5
follows:6
Do you support an amendment to provide every person who is a legal7
resident of this state, was employed for the previous calendar year for at least8
one thousand hours, and whose income is below one hundred percent of the9
federal poverty level shall be provided the opportunity by the state to10
participate in a state program that provides health insurance with essential11
health benefits, as provided by federal law, with qualifications for such12
health insurance verified on an annual basis?13
