Page 1 of 2 Regular Session, 2014 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 125 BY SENATORS AMEDEE, BROWN AND GARY SMITH AND REPRESENTATIVES BERTHELOT, LAMBERT, PRICE AND SCHEXNAYDER A CONCURRENT RESOLUTI ON To express the sincere condolences of the Legislature of Louisiana upon the death of J. Harold Marchand. WHEREAS, it is with sincere regret and profound sorrow that the members of the Senate and House of Representatives of the Legislature of Louisiana have learned of the death of J. Harold Marchand, age sixty-two, of Gonzales, Louisiana, who passed away on March 18, 2014; and WHEREAS, Mr. Marchand was a devoted father to David and Micah Marchand, loving grandfather to his four grandchildren, beloved fiancée, treasured sibling to his eleven brothers and sisters, and friend to many; and WHEREAS, Mr. Marchand was a talented athlete and former defensive tackle for the LSU Fighting Tiger football team, the first signee from East Ascension High School; and WHEREAS, Mr. Marchand was only the second parish president of Ascension Parish and in that capacity was responsible for implementing the first road-widening plan for roads in the parish and was instrumental in the creation of the award-winning finance department for the parish of Ascension; and WHEREAS, Mr. Marchand cared deeply for the youth of his parish and organized the first Ascension Parish Youth Council, a service organization of local teens; and WHEREAS, Mr. Marchand created the first parish government website and streamlined parish constituent services to better serve the people of Ascension Parish; and WHEREAS, Mr. Marchand instituted the Ascension 2020 program, a series of parish-wide public meetings to allow constituents of Ascension Parish to participate in the growth and development of the parish; and WHEREAS, Mr. Marchand was involved in every step of the construction of the Magnolia Business Center building in St. Rose and the Quixote Studios; and SCR NO. 125 ENROLLED Page 2 of 2 WHEREAS, Mr. Marchand left an indelible impact on Ascension Parish through his many years of service as parish president, sheriff's deputy, justice of the peace, and local business owner. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby express genuine sorrow upon the death of Mr. J. Harold Marchand and does hereby extend sincere condolences to his family, friends, and community as they mourn his passing. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the family of Mr. J. Harold Marchand. PRESIDENT OF THE SENATE SPEAKER OF THE HOUSE OF REPRESENTATIVES
