Page 1 of 2 Regular Session, 2014 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 128 BY SENATOR BROWN A CONCURRENT RESOLUTI ON To urge and request the Louisiana High School Athletic Association to study current practices of member high schools relative to the awarding of athletic letters, jackets, patches, and other indicia to student athletes in recognition of team participation in sports for which athletic letters are awarded. WHEREAS, each student athlete who is a member of a high school interscholastic athletic team in Louisiana contributes to the team's overall effort and record; and WHEREAS, in team sports, each win and loss is considered a team win and a team loss; and WHEREAS, if a student athlete has been a member of a team for three years during high school, that athlete should be entitled to the same recognition as his teammates when athletic letters, jackets, and patches, as well as any related award, certificate, and other indicia are awarded; and WHEREAS, implementation of a uniform policy regarding the awarding of athletic letters, jackets, patches, and other indicia is vital to the concepts of fairness and good sportsmanship exhibited by student athletes who are members of high school interscholastic athletic teams in Louisiana. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Louisiana High School Athletic Association to study current practices of its member high schools regarding the awarding of athletic letters, jackets, patches, and other indicia to student athletes. BE IT FURTHER RESOLVED that such study shall include determining the feasibility of establishing a uniform policy to govern the awarding of athletic letters and related jackets, patches, and other indicia in recognition of team participation to be followed by all member schools, including a requirement that a student athlete who has been a member of a team for at least three years during high school shall automatically be eligible SCR NO. 128 ENROLLED Page 2 of 2 to be awarded an athletic letter for the sport in which he participated and to receive any related letters, jackets, patches, and other indicia. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the executive director of the Louisiana High School Athletic Association.
