SENATE CONCURRENT RESOLUTI ON NO. 17

TRANSPORTATION/DEV DEPT. Directs DOTD to construct toll booths at entrances and
exits on state highways to Indian casinos.
A CONCURRENT RESOLUTI ON1
To direct the Department of Transportation and Development to construct toll booths at all2
entrances and exits on state highways to casinos operated on Indian lands in the state.3
WHEREAS, the state primarily funds state highways through the taxes levied on4
gasoline and special fuels, which are deposited into the Transportation Trust Fund; and5
WHEREAS, the revenues generated from Louisiana's sixteen cent per gallon gasoline6
and special fuels tax is not keeping pace with inflation and the costs to maintain and improve7
the state highway system; and8
WHEREAS, Louisiana's gasoline and special fuels tax has not been increased since9
1984; and10
WHEREAS, there is a backlog of state highway needs estimated to cost in excess of11
twelve billion dollars; and12
WHEREAS, the imposition of tolls or user fees on the thousands of Indian casino13
patrons who use state highways each day would be a much needed new source of revenue14
for the state to pay for the costs to maintain and improve the state's highways; and15
WHEREAS, new and innovative revenue sources for transportation infrastructures16
are desperately needed to reduce the backlog of state highway needs.17
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby18 SCR NO. 17

direct the Department of Transportation and Development to construct toll booths at all1
entrances and exits on state highways to casinos operated on Indian lands in the state.2
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the3
secretary of the Department of Transportation and Development.4
