A CONCURRENT RESOLUTI ON
To express the sincere condolences of the Legislature of Louisiana upon the death of
Michael Hal Martin, Lafourche Parish tax assessor.
WHEREAS, it is with deep regret and profound sorrow that the citizens of Louisiana
learned of the death of Michael Hal Martin on March 4, 2014, at the age of fifty-eight; and
WHEREAS, Michael Hal Martin was born on October 17, 1955, to Leroy and Dot
Martin; and
WHEREAS, he was a native and resident of Galliano, Louisiana; and
WHEREAS, he graduated from South Lafourche High School in 1973 and attended
Nicholls State University where he earned a Bachelor of Science degree in Business
Administration in 1979; and
WHEREAS, Mr. Martin attended Southern University Law Center in Baton Rouge
and earned a Juris Doctor in 1982; and
WHEREAS, in 1980, he married his childhood sweetheart, Tammy Lathrop, and in
1985, they welcomed a son, Hal; and
WHEREAS, upon graduation from law school, Mr. Martin began a private law
practice in Galliano, and in 1988 was appointed as an assistant district attorney; and
WHEREAS, in 1999, he was elected as the assessor of Lafourche Parish and
subsequently reelected in 2003, 2007, and 2011, without opposition; and
WHEREAS, Mr. Martin was a certified Louisiana assessor, a member of the
Louisiana Assessors' Association, and a member of the International Association of
Assessing Officers; and
WHEREAS, he served on the Louisiana Assessors' Association's oil and gas,
watercraft, constitution and legal study, legislative, and insurance committees, as well as its

WHEREAS, Mr. Martin was past president of the Lafourche Parish Bar Association,
the Lafourche Chamber of Commerce, the Rotary Club, and cochairman of the American
Cancer Society; and
WHEREAS, he was a member of the Adjudicated Properties Committee at the
Louisiana State Law Institute, the Thibodaux Chamber of Commerce, the Lafourche
Chamber of Commerce, the Bayou Industrial Group, the Louisiana Organ Procurement
Agency, the Knights of Columbus, the Nicholls State Alumni Association, Delta Theta Phi
Law Fraternity, and was the incorporator of Casa Hope, Inc.; and
WHEREAS, Michael Hal Martin is survived by his wife of thirty-three years,
Tammy; a son, Hal Michael Martin; his parents, Leroy and Dot Martin; a brother, Perry
Martin; and a sister, Lisa Martin; and
WHEREAS, with the death of Michael Hal Martin, Louisiana has lost one of its
finest sons, a quintessential southern gentleman who loved his community and whose
accomplishments have left an indelible mark upon his community, state, and nation; and
WHEREAS, the death of Michael Hal Martin has left a substantial void in the
Galliano community and a sense of loss in the citizens whose lives he touched, and his
memory shall live forever in the minds and hearts of all those who knew and loved this
remarkable gentleman.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
express sincere and heartfelt condolences upon the death of Michael Hal Martin of Galliano,
records for posterity his outstanding achievements, and extends enduring appreciation for
the tremendous pride and honor that he will forever bring to the Galliano community, the
state of Louisiana, and the United States of America.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
family of Michael Hal Martin.
