Page 1 of 2 Regular Session, 2014 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 47 BY SENATOR HEITMEIER A CONCURRENT RESOLUTI ON To urge and request the Department of Health and Hospitals to study the feasibility, desirability, and practicality of alternative transportation sites (i.e. urgent care clinics) for patients who access emergency medical services via the 911 system and the use of ambulance service providers and suppliers to assist with training and management of this population. WHEREAS, the University of California, Davis, Institute for Population Health Improvement indicates the expansion of a community paramedicine program using the assets and resources of the ambulance service industry ensures that expensive emergency care resources are optimally utilized; and WHEREAS, the Centers for Medicare and Medicaid Innovation commissioned a study with an ambulance group in Reno, Nevada, in 2012 to explore transporting patients who do not present an emergent condition at the time of transport to an alternative destination site rather than an emergency room involving reimbursement through the Medicare program; and WHEREAS, several published studies by ambulance services in Texas, Minnesota, and Pennsylvania indicate that the use of paramedics as mobile healthcare practitioners to manage and redirect nonemergency 911 usage has resulted in significant savings for taxbased entities. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Department of Health and Hospitals to study the feasibility, desirability, and practicality of alternative transportation sites (i.e. urgent care clinics) for patients who access emergency medical services via the 911 system and the use of ambulance service providers and suppliers to assist with training and management of this population. BE IT FURTHER RESOLVED that the Department of Health and Hospitals submit its findings in a report to the Senate and House committees on health and welfare no later than January 1, 2015.
