SENATE CONCURRENT RESOLUTI ON NO. 6
BY SENATOR NEVERS
TRAFFIC. Directs DOTD to reduce the speed limit on LA Highway 21 east of its
intersection with LA Highway 40 at the Fifth Ward Junior High School and its intersection
with LA Highway 41 in St. Tammany Parish.
A CONCURRENT RESOLUTI ON1
To direct the Department of Transportation and Development to reduce the speed limit from2
fifty-five to forty-five miles per hour on LA Highway 21 east of its intersection with3
LA Highway 40 at the Fifth Ward Junior High School and its intersection with LA4
Highway 41 in St. Tammany Parish.5
WHEREAS, this portion of LA Highway 21 is heavily traveled and has a particularly6
high volume of large, long-distance trucks as well as many automobiles, which appear to7
routinely exceed the speed limit; and8
WHEREAS, since 2004, the St. Tammany Parish School Board has requested that9
the department reduce the speed limit to forty-five miles per hour near the Fifth Ward Junior10
High School in Bush, Louisiana, due to numerous automobile accidents; and11
WHEREAS, the St. Tammany Parish Council adopted Resolution C-3785 on August12
1, 2013, which requests that the department reduce the speed limit from fifty-five to forty-13
five miles per hour on that portion of LA Highway 21 east of its intersection with LA14
Highway 40 at the Fifth Ward Junior High School and its intersection with LA Highway 41,15
to improve traffic safety and lessen the likelihood of future accidents, injuries, and property16
damage; and17
WHEREAS, adoption of Resolution C-3785 followed a mass casualty accident that18 SCR NO. 6

occurred on Saturday, July 13, 2013, in front of Roberts grocery store involving five1
vehicles, one of which was an eighteen-wheel vehicle, that injured several children and2
adults, some of whom remained in critical condition.3
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby4
direct the Department of Transportation and Development to reduce the speed limit from5
fifty-five to forty-five miles per hour on LA Highway 21 east of its intersection with LA6
Highway 40 at the Fifth Ward Junior High School and its intersection with LA Highway 417
in St. Tammany Parish.8
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the9
Secretary of the Department of Transportation and Development.10
