SENATE RESOLUTION NO. 169
BY SENATOR MILLS 
HOMELAND SECURITY.  Requests the Governor's Office of Homeland Security and
Emergency Preparedness to study the potential threats and consequences of an
electromagnetic pulse (EMP).
A RESOLUTION1
To urge and request the Governor's Office of Homeland Security and Emergency2
Preparedness to study the potential threats and consequences of an electromagnetic3
pulse.4
WHEREAS, recent reports issued on behalf of the Federal Energy Regulatory5
Commission, Department of Energy, and Department of Homeland Security concluded that6
the nation's power grid is vulnerable to the effects of an electromagnetic pulse (EMP), a7
sudden burst of electromagnetic radiation resulting from a natural or manmade event; and8
WHEREAS, an EMP can have catastrophic effects, including causing outages to9
major portions of the US power grid possibly lasting for months or longer; and10
WHEREAS, EMP threats have the potential to cause wide-scale, long-term losses11
with devastating economic impacts.12
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana13
does hereby urge and request the Governor's Office of Homeland Security and Emergency14
Preparedness to pursue efforts to advance our knowledge and understanding of the potential15
threats and consequences of an EMP on Louisiana.16 SR NO. 169
