SENATE RESOLUTION NO. 169
BY SENATOR MILLS
A RESOLUTION
To urge and request the Governor's Office of Homeland Security and Emergency
Preparedness to study the potential threats and consequences of an electromagnetic
pulse.
WHEREAS, recent reports issued on behalf of the Federal Energy Regulatory
Commission, Department of Energy, and Department of Homeland Security concluded that
the nation's power grid is vulnerable to the effects of an electromagnetic pulse (EMP), a
sudden burst of electromagnetic radiation resulting from a natural or manmade event; and
WHEREAS, an EMP can have catastrophic effects, including causing outages to
major portions of the US power grid possibly lasting for months or longer; and
WHEREAS, EMP threats have the potential to cause wide-scale, long-term losses
with devastating economic impacts.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the Governor's Office of Homeland Security and Emergency
Preparedness to pursue efforts to advance our knowledge and understanding of the potential
threats and consequences of an EMP on Louisiana.
